About this opportunity
Central Piedmont Community College, a state agency in North Carolina, is requesting proposals for comprehensive parking facilities management services across its eight locations in Mecklenburg County under an Agency Specific Term Contract, with proposals due August 31, 2026 at 2:00 PM ET and public opening at 2:15 PM ET.
The primary scope covers operations at CPCC's Central Campus, which contains four parking garages and eleven surface lots totaling approximately 4,001 parking spaces, with secondary as-needed services at five suburban campuses and two additional centers. Services include daily parking enforcement, fee collection, motorist assistance, facility inspections, citation issuance, vehicle immobilization, and coordination with college security. The vendor must provide a dedicated on-site manager with a minimum of five years' institutional parking management experience and maintain uniformed personnel with appropriate credentials. The vendor supplies two utility service vehicles, portable motorist assistance equipment, and all tools and supplies for routine repairs up to $2,500 per incident; implements and operates a modernized digital parking credential system; and provides enhanced staffing during the first two weeks of spring and fall semesters. The vendor is responsible for collecting parking violation fees, immobilization fees, and enforcement-related charges, delivering all collected revenues to the college cashiering office within thirty days, less credit card processing expenses.
The contract runs for an initial three-year term (January 1, 2027 through December 31, 2029) with two optional one-year renewal terms exercisable at the college's sole discretion. Pricing is a fixed monthly fee covering all standard services, with separate per-square-foot unit pricing for optional power washing and power sweeping beyond the one annual service included in the base fee. Evaluation uses a best-value approach ranking proposals by Tasks/Scope of Work, Vendor Experience, and Cost Proposal in descending order of importance. The college reserves the right to make separate awards to different vendors or cancel the RFP without award. Written questions are due August 5, 2026. Contract award is anticipated January 1, 2027. The vendor must register with the North Carolina Secretary of State and eVP, comply with E-Verify requirements, provide three customer references, certify financial stability and background check compliance, and submit comprehensive monthly operational, citation, customer service, financial, and safety reports.
