About this file
This is a procurement addendum issued by Central Piedmont Community College, a North Carolina state agency, for comprehensive parking facilities management services. The addendum extends the proposal due date to September 14, 2026, at 2:00 PM ET and provides responses to 212 vendor questions regarding the scope of work. The college seeks a vendor to manage parking operations across its eight Mecklenburg County locations, including four parking decks and eleven surface lots at the Central Campus (approximately 4,001 spaces) plus five suburban campuses and two centers. Core services include daily parking enforcement, revenue collection, motorist assistance, facility maintenance, citation management, vehicle immobilization coordination, and implementation of a modernized digital parking credential system. The initial contract term runs from January 1, 2027, through December 31, 2029, with two optional one-year renewal periods exercisable at the college's discretion. Key operational requirements include maintaining a dedicated on-site manager with five years of parking management experience, providing uniformed personnel, supplying two utility service vehicles (maximum 44-inch width), performing annual power washing and sweeping of all deck areas, issuing approximately 2,100 citations annually, handling 15-20 vehicle immobilizations per year, and supporting 10-15 special events annually. Required hours of operation are Monday through Thursday 7:00 a.m. to 10:00 p.m., Friday 7:00 a.m. to 7:00 p.m., and Saturday-Sunday 10:00 a.m. to 2:00 p.m., with on-call coverage only during holidays and outside normal business hours.
Pricing consists of a fixed monthly fee covering all standard operational services, with the current contract valued at $292,380 annually ($24,365 monthly), and separate per-square-foot unit pricing for optional power washing and sweeping services beyond the one annual service included in the base fee. The incumbent vendor is Preferred Parking Service, LLC, which has held the contract since May 1, 2020. The college currently utilizes Park Master 2020 software for citation management and parking operations. All revenues collected—including parking citation fees ($15 per violation with approximately 33% collection rate), vehicle immobilization fees ($120 per incident), and other enforcement-related charges—must be remitted to the college's cashiering office within 30 days, less mandatory credit card processing expenses. The vendor is responsible for procuring, implementing, and maintaining all hardware, software, and infrastructure for the digital parking credential system modernization, including system integrations with the college's existing systems (Colleague ERP system). The evaluation uses a best-value methodology ranking proposals by Tasks/Scope of Work, Vendor Experience, and Cost Proposal in descending order of importance, without disclosed point weighting. Vendor must provide three customer references, certify financial stability, maintain appropriate insurance coverage, complete background checks for all personnel, register with the North Carolina Secretary of State and eVP, and comply with E-Verify requirements. The college reserves the right to conduct oral presentations, request clarifications, or exercise best and final offer discussions at its discretion, and retains authority to make separate awards to different vendors or cancel the RFP without award.

The annual contract value for the current contract for parking facility management services is $292,380 ($24,365 monthly).
Note that this cost information is for a contract awarded under the scope of service in the 2020 RFP. Vendors are cautioned about making assumptions for a this RFP based on the scope of work from a previous contract.
2 Section 5.2 – Tasks/Scope of Work
What is the current staffing model for this contract, including the number of full-time, part-time, supervisory, and seasonal personnel?
The RFP does not identify or require a specific staffing model for the resulting contract and does not disclose the incumbent Vendor's staffing levels. Respondents are responsible for proposing a staffing model that meets all operational, customer service, enforcement, reporting, technology, and special event requirements identified in the
RFP.
As described in Sections 5.2.3 and 5.2.4, Vendor shall provide sufficient qualified personnel, including the required on-site management position, to perform the services described in the RFP and maintain the required levels of operational coverage. The College will evaluate each respondent's proposed staffing approach based on its ability to successfully deliver the required services.
3 Section 5.2.1 – Parking Operations
Will the selected vendor be expected to retain or interview incumbent employees, or should staffing be developed independently?
The RFP does not include expectations regarding incumbent employees. The incumbent’s employees are in an employment relationship with the incumbent and are not directly employed by the College.
4 Section 5.2.1 – Parking Operations
What are the required hours of operation for each parking facility, including weekends, holidays, and special events?
Refer to Section 5.2.1(p). The required hours of operation for routine parking services are as follows:

Park Master 2020 software.
10 Section 4.8 – Subcontractors
Will subcontracting specialized services, such as technology implementation or maintenance support, be permitted with prior written approval?
Yes. The College will permit the use of subcontractors for specialized services, subject to the College's prior written approval. The selected Vendor shall remain fully responsible for the performance of all subcontractors and for ensuring their compliance with all requirements of the resulting contract. Refer to Section 4.8 and other references to subcontractors in the RFP.
11 Section 3.4 – Evaluation Criteria
Although the RFP lists the evaluation criteria in order of importance, could the College provide the percentage weighting assigned to Technical Approach, Vendor Experience, and Cost Proposal?
The College is using the Best Value method referenced in RFP section 3.4, which is not based on a point or weighted system.
12 Contract Transition Will the College provide a transition period with the incumbent contractor prior to the January 1, 2027, contract start date?
In the event of a change in vendor, the current contract terms provide for transition assistance whereby the outgoing vendor provides, at the state’s option, up to 90 days of reasonable transition assistance to allow services to continue without disruption or adverse effect and to facilitate orderly transfer of such services. Transition of services in the instance of a change in vendor would begin at contract award in preparation for an effective date of January 1, 2027 (based on the intended effective date).
13 Financial Information
Can the College share the approximate annual parking revenue
The College is not providing historical parking revenue or and citation revenue managed under the current contract? This information will assist vendors in developing an accurate operational and staffing plan.
citation revenue information as part of this solicitation. As described in the RFP, respondents are provided with operational information, including historical citation activity, approximate citation collection rates, and the College's parking fee structure, to assist in developing their proposals.
Student parking is funded through a College-assessed parking and security fee, while parking for faculty and staff is provided at no cost. The selected Vendor will not be responsible for collecting semester parking fees. Vendor responsibilities related to revenue collection are limited to authorized enforcement-related charges, such as parking citations and vehicle immobilization fees, as described in the RFP.
Respondents should develop their staffing and operational approach based on the service requirements contained in the solicitation rather than historical revenue figures.
14 Procurement Process
Does the College anticipate conducting oral presentations, interviews, or Best and Final Offer (BAFO) discussions as part of the evaluation process, or will the award be based solely on the written proposals?
At their option, the evaluators may request oral presentations or discussions with any or all Vendors for clarification or to amplify the materials presented in any part of the proposal. Vendors are cautioned, however, that the evaluators are not required to request presentations or other clarification—and often do not.
Therefore, all proposals should be complete and reflect the most favorable terms available from the Vendor. If a Vendor is invited for an oral presentation, any information provided during the presentation may be used in the evaluation as allowed for in RFP section 3.4.
The state may exercise its discretion to consider Vendor proposed modifications agreed upon through negotiation and incorporated by way of a Best and Final Offer (BAFO).
15 Scope of Work – Suburban Campuses
Can the College provide historical data on the number of hours or service calls required annually at the suburban campuses?
Approximately 5 service calls or less based on historical data.
16 Scope of Work – Seasonal Needs
Are there predictable seasonal or academic calendar patterns that affect service needs at these campuses?
Yes. Parking service demand generally follows the College's academic calendar. The highest levels of parking activity and enforcement occur during the Fall and Spring semesters, particularly during the first two weeks of each semester when student, faculty, and staff activity is at its peak. As identified in the RFP, the Vendor will be required to provide additional staffing during these periods as requested by the College.
Parking activity typically decreases during semester breaks, holidays, and the Summer term; however, parking operations continue throughout the year in support of College operations, special events, conferences, construction activities, and other institutional needs. While suburban campuses generally experience lower and more predictable parking activity than Central Campus, respondents should anticipate periodic increases in service demands associated with special events, College functions, and other activities authorized by the College.
Respondents should develop staffing and operational plans that provide sufficient flexibility to accommodate these seasonal and event-driven fluctuations while maintaining the required levels of service.
Please refer to the Central Piedmont published calendars.
Current Students | Central Piedmont.
Note that on-call coverage only is required on holidays and outside normal business hours.
17 Scope of Work – Staffing Presence
Is the College expecting any minimum staffing presence at suburban campuses (e.g., periodic inspections, scheduled patrols)?
No. The RFP does not establish a minimum staffing presence, scheduled patrols, or periodic inspection requirements for the suburban campuses or centers.
As stated in Section 5.1 and Section 5.2.1(d) and 5.2.1(e), parking services are primarily provided at Central Campus, while services at the suburban campuses are provided on an as-needed basis and are coordinated with the Vendor and authorized by the College.
Typical suburban campus services include support for special events, parking enforcement, vehicle immobilization in preparation for towing, and other operational needs identified by the College. Respondents should propose a staffing approach that provides sufficient flexibility to respond to these requests while meeting all contractual service requirements.

77 §1.0, p.5 / Attachment A, p.30
Who is the incumbent vendor, what is the current annual contract value, and how long have they held the contract? Will bid tabulations or pricing from the prior award be made available?
Preferred Parking Service, LLC is the current parking services vendor. The current contract became effective May 1, 2020.
See response to Question #1 regarding contract value.
Bid information regarding a previous RFP with a separate scope of service is not provided herein.
78 §5.2.6(a)(iii), p.21 Over the last three years, what has been the College's actual annual spend and incident count for minor routine repairs under $2,500? Is there an aggregate annual cap on the vendor's minor-repair obligation, or is exposure unlimited?
The spend of routine repairs under $2500 has been minimal.
The college will apply an aggregate annual cap on vendor’s minor-repair obligation to $10,000.
79 §5.2.1(q), p.18 / Attachment K, p.37
The four decks total approximately 1,116,250 SF. Does the per-SF power washing and power sweeping rate apply to that full horizontal deck area, and is stairwell square footage included in or excluded from that figure? Will the College provide water and electrical service at no cost to the vendor?
Yes, the deck square footage provided refers to horizontal surface area. The stairwells are included. The College will provide water and electrical service where readily available at the site. However, this is a courtesy, and the vendor retains responsibility for providing such services if none are readily available at the location.
80 Attachment L, p.38 Does the College currently have any access control gates, PARCS equipment, LPR cameras, or count systems installed at the four decks? If so, what make and model, what condition, who owns the equipment, Yes, the four decks are equipped with control gates and vehicle counters. All equipment is operational. The make/model of these devices is not available. Reuse, and does the College intend it to be reused, replaced, or removed under the new solution?
replacement, or removal will be dictated by the parking management solution proposed by the Vendor.
81 §5.2.1(j) and (l), p.17
Is visitor parking (Lots 5 and 9) free, or is there a rate structure? If rates apply and no cash is collected on site, how is visitor parking currently validated and enforced?
Visitor parking is free. A 4-hour parking limit is allowed before the vehicle is subject to citation. Currently signage is posted noting the parking limit.
Vendor will include in their response their proposed method to monitor and enforce the 4-hour limit
82 §5.2.3(f), p.19 / Attachment J, p.36
How many Mecklenburg County Park and Recreation events at Memorial Stadium and Grady Cole Center required College parking support in each of the last three years? What labor hours did those events consume, and are they covered by the fixed monthly fee or billed separately?
Special events are covered under the fixed fee. Events at Memorial Stadium and Grady Cole are managed entirely by County Parks & Recreation Department.
83 §5.2.4, pp.19–20 What are the current pay rates and benefit levels for incumbent on-site personnel? Does the College expect or require the awarded vendor to offer employment to incumbent staff?
See response to Question #3.
The College is not involved in establishing pay rates or benefits for the incumbent’s employees.
84 §5.2.3(b), p.19 Will the College consider On-Site Manager candidates whose five years of parking management experience is in a comparable large-venue or mixed use environment rather than strictly institutional or educational?
Yes. The College will consider candidates whose parking management experience has been obtained in other comparable large-venue parking environments, provided the respondent demonstrates that such experience is substantially similar in scope, complexity, customer service expectations, operational responsibilities, and management oversight to the services required under this Agreement.
The College will evaluate proposed On-Site Manager candidates based on the relevance of their experience, demonstrated leadership capabilities, operational knowledge, customer service experience, and ability to successfully manage the College's parking operations, rather than limiting consideration solely to experience within higher education or educational institutions.
85 §5.2.3(a), p.19 / §5.1(c), p.15
Where will the On-Site Manager's office be located, and will the College provide secure storage, break area, or locker space for field staff and equipment?
The On-Site Manager will be provided office space at the College's Central Campus. The specific location will be identified during contract implementation and coordinated with the selected Vendor.
The College will make reasonable efforts to provide access to appropriate workspace and facilities necessary to support on-site operations. Any additional requirements for secure storage of Vendor-owned equipment, supplies, records, or materials, as well as break areas or locker space for Vendor personnel, should be identified in the respondent's proposal and will be discussed during contract implementation. Respondents should assume responsibility for furnishing and maintaining any equipment, furnishings, or materials required to perform the services described in the RFP unless otherwise specified by the College.
86 Attachment L, p.38 What is the College’s expected go-live date for the digital credential system? Contract start is January 1, 2027 and the Spring semester begins mid-January — does the College
See response to Question #64 expect full digital cutover before that peak period, or a phased transition through the first year?
87 Attachment L, p.38 Which student information and identity systems must the solution integrate with (for example Ellucian Colleague or Banner, campus ID/OneCard, SSO/Shibboleth)? Will the College provide and maintain the data feed for eligibility validation, and does the College have an existing integration standard or middleware?
See response to Question #23 and Question #72.
88 Attachment L, p.38 Approximately how many parking credentials are issued annually across students, faculty, staff, and visitors?
See response to Question #24.
89 Attachment L, p.38 / §4.7, p.14
Will the proposed solution be subject to College IT security review, and are there specific requirements the vendor should price for — SOC 2 Type II, VPAT / WCAG 2.1 AA accessibility conformance, FERPA data handling, penetration testing, or NC state IT security standards?
Yes. The proposed solution will be subject to the College's review of its information security, privacy, accessibility, and technology requirements as part of the evaluation and implementation process.
As identified in the RFP and Attachment L, respondents are expected to propose a solution that incorporates industry-standard cybersecurity controls and protects the confidentiality, integrity, and availability of College information. Respondents should describe their security architecture, data protection practices, encryption methods, access controls, privacy safeguards, and incident response capabilities as part of their proposal.
While the RFP does not require specific certifications or compliance frameworks, respondents are highly encouraged to identify any applicable security or accessibility certifications (e.g., SOC 2 Type II), accessibility conformance (e.g., VPAT/WCAG 2.1 AA), privacy practices, independent security assessments, penetration testing, or other industry-recognized standards that support the security and reliability of their proposed solution.
The selected Vendor will be expected to comply with applicable federal and state laws, College policies, and the contractual cybersecurity, privacy, accessibility, and records management requirements identified in the RFP and Attachment L.
90 Attachment L, p.38 Does the College require enforcement to be gate-controlled (physical barrier at deck entries), or is free-flow entry with LPR or scanner-based enforcement acceptable? This materially affects hardware cost.
The College does not require a specific parking enforcement methodology or technology, including gate-controlled access or free-flow entry. As described in Section 5.2.1 and Attachment L, the College is seeking respondents' subject matter expertise to recommend a safe, secure, efficient, scalable, and cost-effective parking credentialing and enforcement solution that best meets the operational objectives of the College.
Respondents may propose gate-controlled, free-flow, or other technology-enabled parking management solutions, provided they demonstrate how the proposed approach supports the College's requirements for operational efficiency, customer experience, parking enforcement, cybersecurity, privacy, and future scalability.
The proposal should clearly identify any required infrastructure, implementation considerations, operational impacts, and associated costs.
The College will evaluate proposed solutions based on their ability to achieve the desired business outcomes identified in the RFP and Attachment L rather than on the use of a particular parking management technology or enforcement methodology.
91 Attachment L, p.38 If LPR or camera infrastructure is proposed, will the College provide power, conduit, network drops, and mounting at deck entries and exits, or is that infrastructure work the vendor’s cost?
As described in Section 5.2.1 and Attachment L, respondents are responsible for proposing a complete parking credentialing solution, including identifying any infrastructure, equipment, hardware, software, communications, and implementation requirements necessary to support their proposed technology.
Respondents should clearly identify any assumptions regarding power, network connectivity, conduit, mounting, or other infrastructure required to implement their proposed solution, along with any associated costs included in Attachment A: Cost Proposal.
See Revised Attachment A at the end of this Addendum.
The College has not prescribed a specific parking credentialing technology or implementation approach and therefore cannot commit to providing infrastructure that may only be applicable to a particular respondent's proposed solution. Any existing College infrastructure that may be available for use will be evaluated collaboratively during implementation following contract award.
92 §2.8, p.8 / Attachment L, p.38
Given the range of acceptable approaches in Attachment L, would the College prefer that alternate technology approaches be submitted as separate Alternate Proposals under §2.8, or presented as priced options within a single proposal?
Yes, submit in accordance with RFP section 2.8 Alternate Proposals.
93 §5.2.1(g), p.16 Who provides the online citation payment portal and merchant account of record — the vendor or the College? Are credit card processing fees the only permitted deduction from remitted collections?
The College anticipates that the selected Vendor will provide and administer the online citation payment portal as part of its proposed parking management solution.
Respondents should clearly describe their proposed payment processing approach, including the online payment portal, merchant services, customer payment experience, payment security, reconciliation processes, and any associated administrative fees. All costs associated with the proposed solution shall be incorporated in Attachment A:
Cost Proposal. See Revised Attachment A at the end of this Addendum.
Respondents should clearly identify all proposed payment fees, charges, payment processing costs, and any other deductions associated with the collection of parking citations or other authorized parking-related fees. The College expects all proposed costs to be fully disclosed in the respondent's proposal. No deductions from collected funds other than those expressly identified in the resulting Agreement will be permitted.
94 §5.2.1(g), p.16 Who currently adjudicates citation appeals — the College or the vendor?
What volume of appeals is processed annually?
The RFP does not prescribe a specific citation appeal workflow. Respondents should describe their proposed citation appeal process, including roles and responsibilities, workflow, documentation, reporting, and any technology used to support the appeals process. The College expects the final appeal process and adjudication responsibilities to be established collaboratively with the selected Vendor and approved by the College as part of contract implementation.
Historical data regarding the annual volume of citation appeals is not available.
Respondents should develop their proposed solution based on the operational requirements identified in the
RFP.
95 §5.2.1(h), pp.16–17 Is the $120 immobilization fee retained by the College in full, or does any portion offset vendor equipment and labor cost?
The $120 vehicle immobilization fee identified in the RFP represents the fee charged to the vehicle operator for immobilization services.
Respondents should identify in their proposal any assumptions regarding the administration of immobilization fees and any associated compensation for providing immobilization services.
Respondents should not assume that any portion of the immobilization fee will be retained by the Vendor unless expressly provided for in their proposal and accepted by the College.
96 §5.2.5(d), p.21 Will the College provide on-campus storage, parking, and charging or fueling for the two required utility service vehicles? Are electric vehicles acceptable or preferred?
The College will provide up to 5 parking spaces for the Vendor's required utility service vehicles while they are being utilized in the performance of the Agreement. Any additional requirements for vehicle storage, equipment storage, charging infrastructure, or fueling arrangements will be coordinated with the selected Vendor during contract implementation.
The RFP does not require or express a preference for a specific vehicle propulsion type (e.g., gasoline, diesel, electric, or hybrid). Respondents may propose the vehicle type they believe is most appropriate to support the required services, provided the proposed vehicles comply with all requirements of the RFP, including the maximum vehicle width of 44 inches, and are capable of safely and effectively supporting the operational needs of the College.
If respondents propose electric vehicles, they should clearly identify any charging infrastructure requirements, charging responsibilities, anticipated operational impacts, and associated costs as part of their proposal.
97 §5.2.5(a), p.20 Does the College currently own portable sign frames and traffic control devices that will transfer to the vendor, or must the vendor supply the full inventory at contract start?
The College owns portable sign frames, traffic control devices, and similar equipment that will be made available to the selected Vendor. Also see response to Question #60.
