About this opportunity

The City of Parker, Texas is requesting sealed bids for construction of a Parker Ranch 1-MG elevated storage tank with a water surface elevation of 800 feet, due September 17, 2026 at 3:00 p.m. at the City of Parker Public Works Department office. The project is subject to Build America, Buy America Act (BABA) compliance, mandating that all iron, steel, manufactured products, and construction materials be produced in the United States; contractors must submit BABA certification letters from manufacturers and monthly Texas Water Development Board Form TWDB-1110-A certifications.

The scope covers furnishing all materials, machinery, equipment, superintendence, and labor to construct an AWWA D107 Composite Tank with 1.0 million gallons capacity, site work, piping, and appurtenances. Work includes tank construction, site preparation, excavation, concrete driveway (676 square yards), decorative fencing (917 linear feet), water line installation (20-inch and 12-inch lines), gate valves, hydrant assembly, culvert installation, irrigation service, and erosion control. Addendum No. 1, issued September 4, clarifies that the new tank must match the existing City Hall elevated storage tank with a 40-foot head range; the City will allow bowl-diameter adjustments to achieve the required 40-foot head range while maintaining 1.0-MG volume. No building permit is required; non-inspected work is permitted on Saturdays but not Sundays.

Completion is required within 500 calendar days from the Notice to Proceed. Performance and Payment Bonds equal to 100 percent of total contract price from a Texas-licensed surety, a Maintenance Bond for two years, and 5 percent bid security are required. Liquidated damages are $250 per calendar day for delay. The project is funded with federal and state monies and complies with North Central Texas Standard Specifications for Public Works Construction (5th Edition, 2017), wage rates, and insurance requirements. A preconstruction conference will be held before work begins.
