About this opportunity
The Regional Transportation District (RTD) in Denver, Colorado is requesting proposals for consultant-led Park-n-Ride passenger activity data collection under RFP 126DP002, with a mandatory pre-proposal briefing on October 28, 2026 at 10:00 a.m. via Microsoft Teams and proposals due November 20, 2026 at 2:00 p.m. through RTD's OpenGov portal. No set-aside applies. RTD has not set a Small Business Enterprise participation goal, but proposers are encouraged to document SBE subcontracting, mentoring, joint venture, and teaming efforts and explain diversity strategies in the executive summary.
The scope covers data collection at more than 30 Park-n-Ride facilities across the Denver metropolitan region to support planning, travel demand model development, transit-oriented communities work, joint development, and future transit investment. Required collection includes 24-hour vehicle entry and exit counts in one-hour increments, AM and PM peak bicycle and pedestrian counts, three-hour peak vehicle occupancy, drop-off and pick-up activity, and parking utilization snapshots for motor vehicles and bicycle racks. License plate collection must comply with Colorado Revised Statutes Section 6-1-713.5. RTD encourages video, automated image processing, Bluetooth/Wi-Fi, license plate recognition, and other emerging methods. Collection is anticipated to begin in Fall 2026 or Spring 2027, on weekdays only, preferably Tuesday through Thursday. Deliverables include a work plan, methodology, QA/QC documentation, raw and processed data files, databases, and a final report, all owned by RTD. Personnel accessing facilities, critical systems, or confidential information must pass criminal background checks and obtain RTD access badges. Required coverage includes $5,000,000 cyber risk, $5,000,000 umbrella/excess, and $2,000,000 professional liability. No bonds are required.
The contract is a fixed-price lump sum for the full scope with a one-year term from the effective date or notice to proceed. The RFP posted October 21 states no option periods are available, superseding the October 19 form of contract, which provided RTD a unilateral option to extend up to six additional calendar months. Monthly invoices are due within ten days of month end with progress reports, and payment follows within 30 days of RTD approval.
RTD will award on a best-value basis: experience with transportation data collection and assigned personnel (50 points), cost (35 points), and approach and work plan (15 points). Technical proposals may not exceed 20 pages, excluding cover letters, resumes, and certifications. Proposals must remain valid for 90 days from the due date.
Inquiries close November 6, 2026 at 2:00 p.m., with RTD written responses due November 13 at 2:00 p.m. Non-mandatory oral presentations may occur December 7–11, 2026, and RTD anticipates final selection by December 23, 2026. RTD may award without oral discussions and reserves the right to reject all offers or cancel the RFP.
