About this file
This Scope of Work document outlines a comprehensive Park-n-Ride data collection study commissioned by the Regional Transportation District (RTD) in Colorado. RTD seeks qualified consultant services to conduct data collection at more than 30 Park-n-Ride facilities throughout the Denver metropolitan region to assess utilization patterns, travel behavior characteristics, and passenger activity. The study will support RTD planning initiatives, travel demand model development, transit-oriented community planning, joint development efforts, and future transit investment decisions. The consultant shall perform six primary tasks: project management and coordination, development of a detailed data collection plan and methodology, field data collection at designated PnR locations, quality assurance and quality control procedures, data processing and documentation, and preparation of a final report. Data collection is anticipated to begin in Fall 2026 or Spring 2027 and shall occur on weekdays only, preferably Tuesday through Thursday, while avoiding major holidays, school breaks, special events, and adverse weather conditions. Key deliverables include a project work plan, data collection methodology, project schedule, progress updates, QA/QC documentation, raw and processed data files, supporting databases and spreadsheets, and a final report. All deliverables become the property of RTD.
The consultant shall submit a lump sum cost proposal inclusive of all labor costs, equipment and technology costs, and direct expenses required for successful project completion. RTD encourages innovative and efficient data collection methodologies, including video-based collection, automated image processing, Bluetooth/Wi-Fi technologies, license plate recognition, and other emerging technologies, while maintaining high levels of accuracy and reliability. Data collection requirements include 24-hour vehicle entry and exit counts in one-hour increments, AM and PM peak period counts of bicycles and pedestrians, vehicle occupancy data during three-hour peak periods, drop-off and pick-up activity documentation, parking utilization snapshots at multiple times daily for both motor vehicles and bicycle racks, and license plate data collection coordinated with RTD to ensure compliance with Colorado Revised Statutes Section 6-1-713.5. RTD will provide background information, existing utilization reports, coordinate scheduling priorities, and conduct subsequent analysis tasks including determining relationships between parking utilization and person trips and developing vehicle trip generation rates.

1. INTRODUCTION
The Regional Transportation District (RTD) is seeking qualified consultant services to conduct a comprehensive Park-n-Ride (PnR) data collection study at selected RTD Park-n- Ride facilities throughout the Denver metropolitan region.
The primary objective of this study is to collect high-quality data related to PnR usage patterns, existing demand, and travel behavior characteristics. The collected information will support RTD planning initiatives, travel demand model development, transit-oriented communities (TOC) planning, joint development efforts, and potentially future transit investments.
RTD is interested in innovative, efficient, and reliable data collection methodologies that leverage both traditional and emerging technologies while maintaining a strong commitment to data accuracy and quality control.
2. BACKGROUND
Currently RTD has more than 100 PnR facilities serving bus, light rail, commuter rail, and bus rapid transit (BRT) passengers. PnR utilization patterns have changed significantly since the COVID-19 pandemic, and some facilities experienced relatively low utilization even prior to the pandemic.
RTD with the help of staff used to collect utilization at each park-n-ride twice a month that was summarized into a quarterly System-wide Park-n-Ride Utilization Report. However, this data collection is currently limited to bus and commuter rail park-n-rides only.
Utilization is defined as the average number of parking spaces occupied at a given time during a weekday. Utilization data is collected during weekdays and included utilization data for both autos and bicycles. Existing monitoring generally focuses on parked vehicles and bicycles and does not comprehensively capture auto occupancy, passenger activity, pedestrian activity, or detailed entry and exit movements.
3. PROJECT OBJECTIVES
The objective of this study is to assess current PnR utilization, relationships between auto, bicycle, pedestrian, passenger activity, and assess transit access mode characteristics.
As previously indicated, data collected from this effort will be used for multiple purposes such as supporting RTD planning studies, regional travel model calibration, PnR facility planning, TOC and joint development initiatives, and future transit investment decisions.
4. STUDY LOCATIONS
Data collection to be conducted at the PnR locations listed in the table below. The PnR facilities currently serve BRT, Local and regional bus services, Light Rail and Commuter Rail services. The list of PnRs for data collection is shown in below table. Facilities vary significantly in parking capacity, transit modes served, utilization levels, access characteristics, and operational conditions.
