About this opportunity
The Regional Transportation District (RTD) in Denver is requesting proposals for an ADA Mobility Assessment Contractor to conduct paratransit eligibility determinations and travel training services, with proposals due August 3, 2026 at 2:00 p.m. and a non-mandatory pre-proposal briefing on July 1, 2026.
RTD encourages SBE subcontracting, mentoring, and joint-venture opportunities but imposes no participation goals or set-asides. The contract carries a five-year term with no option periods, commencing September 1, 2026, and is structured as fixed-price with maximum compensation to be determined through best-value competitive proposal procedures. The contractor must be fully operational and staffed by August 15, 2026 to conduct mock certifications before live operations begin.
The contractor must establish a primary assessment facility in a central location with transit accessibility, adequate parking, and optional satellite facilities within the ADA service area. RTD projects over 2,800 customers requiring certification annually. Core scope includes written applications, medical verification, face-to-face interviews, mobility assessments, and eligibility notifications for Access-a-Ride applicants. Applications must be processed and applicants notified of eligibility determinations within 21 calendar days, with liquidated damages assessed for non-compliance. Travel training must reach a minimum of 200 customers annually at no charge to participants. Key personnel — a Project Manager and Operations Manager, each with at least five years of equivalent experience — require RTD approval. All staff must pass criminal background checks covering the previous seven years and obtain RTD access badges; disqualifying offenses include crimes against children or vulnerable adults within seven years.
The contractor provides all facility infrastructure, equipment, technology, staffing, and operational management; RTD supplies printed materials, mailing support, transit passes for trainers, and database access. Monthly invoicing with detailed progress reports is due within ten days following each calendar month; RTD pays within 30 days of invoice approval. Comprehensive insurance includes Commercial General Liability ($1 million per occurrence / $2 million aggregate), Commercial Automobile Liability ($1 million combined single limit), Workers' Compensation with Employer's Liability ($1 million), Umbrella/Excess Liability ($5 million), and Cyber Risk Insurance ($5 million).
Evaluation criteria: Approach (30%), Experience and References (20%), Ability to Provide Services (20%), Staff Qualifications (20%), and Cost (10%). Questions are due July 8, 2026; RTD responds by July 15. Oral presentations are anticipated the week of August 17, with final selection by September 4. Proposals remain valid for 90 days from due date.
