About this opportunity
The City of Bryan, Texas is requesting qualifications for professional engineering and associated services for the Parallel Collector to SH47 (Innovation Corridor) Phase 1, 2, and 3 project, with qualifications due June 4, 2026 at 2:00 p.m. The City intends to contract with a single provider for all three phases; interviews are scheduled for June 15–19, 2026, with an earliest contract award date of July 14, 2026.
The project encompasses conceptual design and planned land acquisitions for a parallel collector roadway spanning approximately 11,500 linear feet on the east side of State Highway 47, beginning at Leonard Road and extending to Silver Hill Road at Thompson Creek Crossing. Phase 1 and Phase 2 involve design and land acquisition services, with Phase 3 including construction phase services beginning in Spring 2030. The City intends Phase 1 and 2 to begin in Spring 2026.
Design fees are not to exceed 7.5 percent of the Engineer's Opinion of Probable Construction Cost (EOPCC), consistent with City of Bryan internal policy and professional services contracting standards. Firms unable to provide full services within this fee constraint are directed not to submit a Statement of Qualifications. No fee proposals are requested at this time; final scope and fee will be negotiated following firm selection in accordance with Texas Government Code 2254.
Funding is from Capital Improvement Program funds. Payment will be made in accordance with a negotiated fee schedule, with invoices submitted in duplicate and paid within 30 days of satisfactory delivery of services. The City is exempt from State Sales Tax and Federal Excise Tax, and proposal prices shall not include taxes.
Firms must comply with all applicable federal, state, and local laws, including Executive Order No. 11246, and must submit certifications regarding business affiliations, Iran and Sudan sanctions compliance, and beneficial ownership restrictions related to China, Iran, North Korea, and Russia under Texas Government Code provisions. A public acknowledgment of submissions will occur via Zoom following the June 4 deadline.
