GENERAL INFORMATION
General Background (City of Bryan)
The City of Bryan, Texas, seat of Brazos County, is centrally located between Austin and Houston.
The city was incorporated in 1871 and the original square-mile town site now consists of more than 54.2 square miles. As of 2024, Bryan has an estimated population of 90,541. The community is home to Texas A&M University’s Health and Science Center, RELLIS Campus, and Blinn College, which have a combined population of over 90,000 students. The City is bordered on the north, east and west by unincorporated areas of Brazos County and on the south by the City of College Station and Texas A&M University’s main campus. The government, education, manufacturing, and healthcare sectors are the largest employers in the city.
Bryan is a home-rule city that operates under the council-manager form of government. The seven-member city council consists of a mayor and six councilmembers, with one councilmember elected at-large and the other five elected from single-member districts. The mayor and councilmembers are elected for alternating four-year terms with eight-year term limits. The City provides the full range of municipal services established by charter and state law. These services include police, fire and emergency medical services, parks and recreational facilities and programs, library services, street maintenance and construction, public improvements, general administrative services, and electrical (Bryan Texas Utilities), water, sewer, and solid waste systems.
SCOPE OF WORK
The City of Bryan is requesting qualifications for professional engineering and associated services, in accordance with the requirements specified herein and including all provisions set forth in the accompanying documentation.
The scope of the project will be broken down into three phases.
• Phase 1, 2, & 3 – Conceptual Design & Planned Land Acquisitions - 2026
• Phase 2 – Detailed Design & Land Acquisitions - 2028
• Phase 3 – Construction - 2030
The City intends to contract with a single provider for all three phases using the City of Bryan’s Capital Improvement Program funds.
As part of contract negotiations and design phase, the selected firm shall submit an Engineer’s Opinion of Probable Construction Cost (EOPCC) for the proposed improvements, including any optional scope items identified in this RFQ. Optional scope items are to be evaluated and incorporated into the EOPCC for consideration but may not be selected to be included with this contract. Although optional scope may not be included in the final project scope, the selected consultant shall remain aware of future adjacent improvements and design accordingly to support long-term continuity.
The City of Bryan requires that total design fees not exceed 7.5% of the EOPCC, consistent with internal policy and professional services contracting standards. Firms that are unable to provide full services within this requirement should not submit a Statement of Qualifications
(SOQ).
Firms should use the construction budgets provided in this RFQ as a general basis for evaluating the anticipated level of effort in planning and scoping their SOQ. No fee proposals are requested at this time. Final scope and fee will be negotiated following engineering services firm selection, in accordance with Texas Government Code 2254.
All work shall be performed in accordance with City of Bryan standards, policies, and applicable regulatory requirements.
Phase 1, 2, & 3 is scheduled to begin in Spring 2026. The scope of work for this RFQ includes providing conceptual design for a parallel collector spanning approximately 11,500 linear feet, on the east side of SH47 (John Sharp Parkway), beginning at Leonard Road and extending to Silver Hill Road at Thompson Creek Crossing. The COB Thoroughfare Plan shows the proposed parallel collector connecting to Higgs, a local street, that intersects Leonard Road. The site is located on the east side of the RELLIS Campus within the area zoned as Innovation Corridor – Research Development and Retail Services.
The existing drainage facilities in the areas do not have the capacity to convey the increased runoff anticipated with the proposed roadway development. Please see Exhibit A for a map showing the project’s proposed extents.
The proposed improvements include a major collector roadway cross section that includes a two-way left-turn lane (TWLTL), dedicated left-turn bays at intersections, sidewalks and/or shared-use paths on one or both sides of the roadway, and street lighting. The preliminary concept reflects a traditional 54-foot curb-to-curb section with multimodal accommodations.
The City is also considering an alternative, more compact cross section that would consist of a 38-foot curb-to-curb major collector with a travel lane in each direction, a two-way left-turn lane (TWLTL), shared-use paths on both sides of the roadway, and street lighting. Under this concept, on-street bicycle facilities would be removed and replaced with off-street shared-use paths. This alternative may reduce overall right-of-way needs and associated impacts while maintaining multimodal functionality.
The selected consultant will be required to evaluate both roadway cross section concepts in the context of projected traffic volumes, multimodal needs, safety, operations, right-of-way impacts, constructability, cost, and consistency with applicable City.
The conceptual design shall evaluate areas within the Innovation Corridor in conjunction with the proposed collector roadway to support potential future private development. Considerations should include, but are not limited to, lot sizes, frontage, access management, and utility availability. Please see Exhibit B for additional information on the guidelines associated with the Innovation Corridor Zoning Overlay.
The conceptual design services for the project include but are not limited to:
• Determination of the most appropriate improvements in between Leonard Road and Silver Hill Road. Solutions should prioritize safety and efficiency while taking into account the proposed increases in vehicular traffic from the growth within the Innovation Corridor.
o Conceptual design should consider the developability of adjacent properties in accordance with the Innovation Corridor Development Guidelines o Environmental and Geotechnical Investigation
• Preparation of construction cost estimates for the different components of the project at various milestones including recommendations for the parallel collector
• Data Collection/ Planning o Conduct topographic and boundary surveys.
o Collect right-of-way (ROW) and property data from tax records, as-built drawings, and existing maps.
o Prepare metes and bounds exhibits for easement and ROW acquisition
(acquisition services by others), as necessary.
o Perform all necessary environmental investigations and clearances.
• Identification of potential conflicts and encroachments o Obtain and map utility data to identify all public and private utilities within the project limits.
• Coordination with the public and stakeholders o Coordinating and attending at least two (2) public meetings.
o Preparing layout exhibits and project visuals for public presentation.
o Engaging with affected residents and property owners throughout design development and construction.
Phase 2 is scheduled to begin in Spring 2028 and will include the pursuit of land acquisitions and full design of Phase 1, 2, & 3.
The following items represent the anticipated scope of services for Phase 2 and reflect the City’s expectations for a comprehensive, full-service approach to roadway, drainage, and utilities through construction completion. Proposing firms are encouraged to build upon these tasks based on their experience, standard practices, or value-added services. Any additional scope elements proposed should support the successful delivery of the project and align with the objectives outlined in this RFQ.
• Conduct geotechnical investigations and determine recommended pavement sections.
• Drainage Design o Evaluate existing drainage conditions and design necessary stormwater improvements supported by a drainage report.
o Provide hydrologic and hydraulic analysis for all culvert crossings.
• Utility Coordination o Coordinate with utility owners for relocation and design, including BTU, Atmos, Frontier, Optimum (Altice), and others.
o Where overhead utilities are relocated underground, design conduit pathways and coordinate associated plan submittals, as necessary. Cost responsibility for relocation lies with the utility owners.
• Access Management and Streetscape Improvements o Design pedestrian facilities, roadway lighting, traffic control measures, erosion control features, and related improvements.
o Coordinate TDLR project registration and inspection to ensure TAS compliance, either in-house or through a third-party RAS.
o Evaluate existing driveways and recommend closures or consolidations to improve safety and access management.
o Address miscellaneous design elements such as mailbox replacements, residential driveway reconstruction, and protection of existing trees.
o Preserve existing mature trees where feasible o Consult with a certified arborist to recommend best practices for tree preservation, assess potential impacts from construction activities, and identify appropriate remediation measures for damaged roots.
• Construction Documents Preparation o Propose and provide geometric layouts and schematics for roadway reconstruction and pedestrian access.
o Provide phasing and traffic control plans as necessary.
