About this opportunity
Philadelphia Housing Authority is requesting proposals for chemical water treatment services at multiple PAPMC residential sites within Philadelphia under an RFP due November 20, 2026, with mandatory pre-bid site visits on October 26 at 9:00 a.m. at Holmecrest (RSVP required to James Davis).
The scope covers boiler systems, chilled water systems, and closed-loop heating systems across sites including Mount Olivet Village, Harrison Senior Tower, Germantown House, Blumberg Senior Apartments, and Suffolk Manor. Services include on-site water analysis, monitoring and adjustment of automatic chemical feed equipment, water softener maintenance, chemical supply and application, waterside equipment inspection, personnel training, and detailed reporting. The contractor must conduct at least monthly service visits to each site; twice-monthly visits are required for steam boiler locations such as Germantown House. All work must be performed Monday through Friday, 8:00 a.m. to 5:00 p.m. during normal business hours. The contractor must maintain adequate chemical inventory, provide Material Safety Data Sheets for all supplied chemicals, and assign competent personnel approved by PHA's Contract Administrator. PHA reserves the right to add other units during the contract term and may increase service frequency based on water quality requirements and PHA approval.
Pricing must be submitted as an Excel file with unit prices for each unscheduled service visit by system and site; contractor costs for parts and materials are subject to a maximum ten percent surcharge upon written approval from PHA's Contracting Officer. The contractor must provide a minimum ninety-day warranty on all replacement parts and repairs, with failed parts replaced at no charge during the warranty period and manufacturer warranties assigned to PHA. Performance penalties apply if water quality is not maintained for two consecutive weeks or longer, resulting in a fifty percent payment reduction for that period.
Proposals must include firm history, business credentials, key personnel qualifications with references from the last 12–18 months, and a detailed performance plan. PHA must provide four hours of training for PHA personnel twice yearly. The solicitation notes that PHA cannot guarantee any level of work beyond the Guaranteed Minimum purchase.
