This is a Statement of Work and solicitation document from the Philadelphia Housing Authority (PHA) for chemical water treatment services at various PAPMC sites located within Philadelphia, Pennsylvania. The PHA, the largest housing agency in Pennsylvania and fourth largest in the nation, is seeking a contractor to provide comprehensive chemical water treatment services for boiler systems, chilled water systems, and closed-loop heating systems across multiple residential developments. Services include on-site water analysis, monitoring and adjustment of automatic chemical feed equipment, water softener maintenance, chemical supply and application, waterside equipment inspection, personnel training, and detailed reporting. The contractor must conduct at least monthly service visits to each site, with increased frequency (twice monthly) required for steam boiler locations such as Germantown House. Key sites include Mount Olivet Village, Harrison Senior Tower, Germantown House, Blumberg Senior Apartments, and Suffolk Manor. Mandatory pre-bid site visits were scheduled for Monday, October 26th at 9:00 AM at Holmecrest, with RSVP required to James Davis. Proposals must be submitted electronically through the Euna portal and must include firm history, business credentials, key personnel qualifications with references from the last 12–18 months, and a detailed performance plan.
Pricing submissions must include an Excel file with unit prices for each unscheduled service visit by system and site, with contractor costs for parts and materials subject to a maximum ten percent surcharge upon written approval from PHA's Contracting Officer. The contractor must provide a minimum ninety-day warranty on all replacement parts and repairs, with failed parts replaced at no charge during the warranty period and manufacturer warranties assigned to PHA. Performance penalties apply if water quality is not maintained for two consecutive weeks or longer, resulting in a fifty percent payment reduction for that period. The contractor must maintain adequate chemical inventory, including water shot feeders, softener salt, and glycol supplies, and provide Material Safety Data Sheets for all supplied chemicals. All work must be performed during normal business hours, Monday through Friday, 8:00 AM to 5:00 PM. The contractor is responsible for assigning competent personnel approved by PHA's Contract Administrator and must provide four hours of training for PHA personnel twice yearly. PHA reserves the right to add other units not listed in Appendix A during the contract term and may increase service frequency based on water quality requirements and PHA approval.
