Bids must be submitted electronically via PlanetBids; all quotation sheets and required forms must be submitted as a general attachment before or on the due date.

The contractor shall provide graffiti removal on City and private properties throughout Burbank using paint-over, sandblasting, chemical removal, and pressure washing on concrete, stucco, masonry, wood, metal, and refuse bins. The City's Public Works and Burbank Water and Power Departments completed 5,162 graffiti incidents in FY 25/26. The contractor must respond to at least 90% of incidents within 24 hours and 99% within 72 hours; emergency requests require response within two hours. All work must be managed through the City's 311 app with photographic documentation before and after completion. Work is performed throughout Burbank with administrative oversight through the City's Public Works and Burbank Water and Power Departments.

The contractor must hold a valid California Class C-33 Painting and Decorating Contractor license, maintain Department of Industrial Relations registration, and demonstrate a minimum of three years' experience with references from annual contracts exceeding $100,000. All work is subject to DIR prevailing wage requirements. The contractor must carry workers' compensation insurance, general liability and property damage insurance of not less than $1 million, and automobile liability insurance of not less than $1 million, and maintain an Injury and Illness Prevention Program compliant with California Labor Code.

The estimated annual expenditure is $130,000 ($80,000 to Public Works; $50,000 to Burbank Water and Power), though the City guarantees no minimum and reserves the right to order more or less. Unit pricing shall remain firm for the initial contract year; renewal-year pricing may adjust based on CPI Los Angeles-Long Beach-Anaheim, Producer Price Index, and prevailing wage determinations. The initial contract term is one year from Purchase Order issuance, with an option to renew on a year-by-year basis for up to four additional years. The City may split the contract among multiple vendors and reserves the right to terminate with 30 days' written notice.
