About this opportunity
The City of Clearwater is soliciting sealed bids for Osceola Avenue Corridor Improvements under ITB 22-0017-EN, with bids due September 9, 2026. Contractors must pre-qualify two weeks (ten workdays) prior to bid opening. The scope encompasses roadway reconstruction, stormwater improvements, potable water, reclaimed water and sanitary sewer improvements, pedestrian and signal improvements, intelligent transportation systems, landscaping, and related work across the downtown corridor adjacent to the Osceola Parking Garage, The Bluffs, and Harborview developments.
The pricing sheet identifies over 200 line items across earthwork, maintenance of traffic, roadway, sanitary sewer, potable water, reclaimed water, and drainage systems, with quantities ranging from single units to thousands of linear feet or square yards. The contractor must coordinate with adjacent construction projects, maintain safe access and mobility, accommodate downtown events at Coachman Park and the Capitol Theatre, and minimize impacts to residents and businesses.
Bids must be submitted electronically through the City's e-Procurement Portal at https://procurement.opengov.com/portal/myclearwater or by hand delivery in sealed envelopes. Each bid must include bid security equal to 10 percent of the maximum bid price in the form of a certified check, cashier's check, or proposal/bid bond issued by a qualified surety. The City will award the contract to the lowest responsible, responsive bidder whose evaluation indicates the award will be in the best interest of the City as a single award to one contractor. Subcontract work shall not exceed 50 percent of total work except as specifically approved by the Engineer.
Contractors must comply with the City of Clearwater's trench-digging ordinance, the Florida Trench Safety Act, OSHA excavation safety standards, EPA NPDES stormwater permit requirements, and all applicable federal, state, and local laws. The City waives building permit fees and impact fees; contractors must secure all other licenses and permits and pay associated fees. A protesting bidder must include a protest fee equal to one percent of the bid amount (not to exceed $5,000 nor less than $50), with full refund if the protest is upheld.
