About this opportunity

The Ohio Department of Environmental Protection is soliciting proposals for an Operator Certification Tracking System, a role-based web application to consolidate three separate regulatory services into a single modernized portal, with proposals due October 1, 2026.

The system must support the state's environmental regulatory programs and replace current disconnected services with unified functionality including operator profile management, training and exam administration, facility management and compliance tracking, certificate issuance and renewals, payment processing, and reporting. The solution is built on a Microsoft technology stack and can be hosted either in a state environment or in Azure Cloud. Key capabilities include single sign-on integration with state Active Directory, task-based dashboards, rules validation, email notification generation, and API interfaces. The vendor must convert the existing SQL Server database to PostgreSQL and perform data migration from legacy systems.

Implementation phases encompass requirements gathering and initial backlog development, environment configuration in coordination with the state IT team, application development or configuration across multiple phases, system user acceptance testing in a test environment, staff and end-user training, and production deployment. The vendor must provide 600 hours of annual software maintenance and support after go-live.

Deliverables include complete documentation, system and user administration capabilities, and operational readiness across drinking water, wastewater, lead pipe inventory, and laboratory modules. Questions and proposals should be directed to Kim Lewis, Office of Finance, at 614-369-4083 or to 50 W. Town St., Ste. 700, Columbus, Ohio 43215.
