RFQ Summary: Ohio Operator Certification System

This Request for Quotation (RFQ) is issued by the Ohio Department of Environmental Protection Agency for the development and implementation of an Operator Certification Tracking System. The project aims to consolidate three separate regulatory services into a single modernized portal featuring single sign-on capabilities, integrated reporting, data management, inventory updates, and annual metrics. The system is a role-based web application built on a Microsoft technology stack that will manage the entire operator certificate issuance process, including operator profiles, training administration, exam management, facility management and compliance tracking, certificate generation and printing, payment processing, document libraries, task-based dashboards, workflows, rules validation, system and user administration, and reporting functions. The implementation encompasses multiple phases including project kickoff, requirements gathering, environment setup in coordination with the state IT team, application development or configuration, database conversion from SQL Server to PostgreSQL, data migration from legacy systems, system user acceptance testing, staff and end-user training, and final production deployment. Proposals are due October 1, 2026. The web application can be hosted either in a state environment or in Azure Cloud.

The vendor must provide 600 hours of annual software maintenance and support following go-live, with maintenance required yearly as long as the system remains operational. This will be awarded to the lowest responsible and responsive bidder. Bidders must be registered with the Ohio Office of Budget & Management and possess a payee/supplier ID, which can be verified at https://ohiopays.ohio.gov/. A completed Data Security form is required from all responsible bidders. The statement of work must be dated with an expiration date at least 90 days in advance and must reference the contract number and Product ID. Deliveries should be directed to Kim Lewis, Office of Finance, at the Ohio Department of Environmental Protection Agency, 50 W. Town St., Suite 700, Columbus, Ohio 43215, with contact available at 614-369-4083.
