About this opportunity

Ocean County Board of Commissioners is requesting competitive proposals for operation and maintenance of the Ocean County Recyclable Materials Processing Facility under a five-year contract commencing January 1, 2027, with proposals due August 4, 2026 and a mandatory pre-proposal conference at the Northern Recycling Center in Lakewood.

The scope covers single-stream recycling processing at the Northern Recycling Center (Lakewood) and baling operations at the Southern Recycling Center (Stafford Township), handling mixed glass, ferrous and aluminum containers, mixed plastic, rigid plastic, old newsprint, old corrugated cardboard, mixed paper, and non-recyclable residue. The facility operates at a nominal one-shift capacity of 25 tons per hour, typically running two 7.5-hour shifts, and maintains Monday–Friday hours (7:00 AM–3:30 PM) and extended Saturday hours (7:00 AM–12:00 PM, Memorial Day to Labor Day). The baseline processing volume is 62,000 tons per year of in-county recyclables, with operating costs adjusted proportionally for actual tonnages above or below this threshold.

The operator is responsible for all staffing, equipment maintenance, material marketing and transportation, and residue disposal; the County retains building maintenance, mechanical and electrical systems, and entrance scale-house operation. Revenue sharing allocates 95 percent to the County and 5 percent to the operator on net revenues for processed materials up to 47,000 tons per year, with a supplemental formula for tonnages exceeding that threshold (minimum County share of 35 percent). Annual operating costs escalate based on the NY-NJ Consumer Price Index. Proposers must post a $3 million performance bond upon award and provide financial capacity documentation, references for at least one 25-ton-per-hour single-stream facility operated for a minimum of three years, a preliminary operations and maintenance manual, and letters of intent from markets for each commodity produced. The County anticipates award in September 2026, with an option to extend the contract for an additional five years.

Opportunity text

The Ocean County Board of Commissioners is requesting Competitive Contracting proposals from organizations to provide services for Operation and Maintenance of the Ocean County Recyclable Materials Processing Facility. The original development and the continued operation of the Facility is an outgrowth of the New Jersey Statewide Mandatory Source Separation and Recycling Act (N.J.S.A. 13:1E99.11et seq.). The law divides the responsibilities for carrying out recycling between the counties and the municipalities. The main goal of the recycling program is to reduce the solid waste stream to the maximum extent practical. The goal for the State of New Jersey is to recycle 60 percent of the total waste stream and 50 percent of the municipal waste stream. Ocean County supports that target. The development of facilities to serve the County was based on the assumption that by developing a comprehensive plan targeting specific recyclable materials, the following goals would be achieved: encourage residents to recycle by accepting a wide variety of materials, process recyclable materials for greater marketability and higher revenues, reduce transportation costs by allowing municipalities to haul recyclables directly to the regional recycling centers in the County, reduce municipal administration costs, and reduce the cost of landfill disposal for the municipalities. Where the technology and markets are available, materials that would otherwise be disposed of should be recycled. The Countys goal of operating this Facility is to comply with the state mandate to keep materials within the recycling chain. In order to meet the goal, the County may elect to modify the materials accepted or the processes used at the RMPF during the term of this contract and negotiate with the Proposer for any cost differential.
