About this opportunity
Tarrant Regional Water District (TRWD) is requesting Statements of Qualifications from engineering firms for planning, design, procurement-phase, and construction-phase engineering services for the Richland-Chambers Lake Pump Station Chemical Improvements Project, with SOQs due October 20, 2026 at 2:00 p.m. CT. A non-mandatory pre-submittal meeting is scheduled for September 23, 2026 at 10:00 a.m. CT at the RC1 facility in Kerens, Texas.
The scope encompasses design and implementation of an additional bulk sodium hypochlorite storage tank and chemical feed skid; chemical-resistant secondary containment systems; protected chemical piping routes; conversion of aqua ammonia storage to liquid ammonium sulfate; and demolition of existing gaseous chlorine storage and chlorine scrubber systems. The project requires multidisciplinary expertise in mechanical, civil, structural, architectural, electrical, instrumentation, controls, SCADA design, chemical compatibility, ventilation, life safety, hazardous-material handling, and permitting. TRWD anticipates this represents the necessary scope, but selected firms may recommend scope improvements in their SOQ project approach section. The selected firm will prepare a comprehensive scope to be negotiated with TRWD.
Firms must not include fee estimates, pricing, or billing rate information in their SOQs. The evaluation criteria are weighted equally at 25 percent each: value-added advantages, proposed team structure and efficiency, experience and qualifications of key team members, and past project experience and references. SOQ submittals must include a cover letter (maximum two pages), one-page organization chart, one-page team leader resumes, one-page past projects and references, and a completed Conflict of Interest Questionnaire. Questions are due by October 6, 2026. TRWD will short-list firms, conduct interviews with top-ranked respondents, and request a comprehensive scope and fee proposal from the highest-ranked firm. All submittals are subject to Texas Government Code Chapter 552 regarding public disclosure.
