This is a Request for Statement of Qualifications (RFSOQ) issued by the Tarrant Regional Water District (TRWD), a governmental entity in Fort Worth, Texas, seeking qualified engineering firms to provide planning, design, procurement-phase, and construction-phase engineering services for the Richland-Chambers Lake Pump Station (RC1) Chemical Improvements Project. The project scope includes design and implementation of an additional bulk sodium hypochlorite storage tank and chemical feed skid, chemical-resistant secondary containment systems, protected chemical piping routes, conversion of aqua ammonia storage to liquid ammonium sulfate (LAS), and demolition of existing gaseous chlorine storage and chlorine scrubber systems. The project requires multidisciplinary expertise spanning mechanical, civil, structural, architectural, electrical, instrumentation, controls, SCADA design, chemical compatibility, ventilation, life safety, hazardous-material handling, and permitting. A non-mandatory pre-submittal meeting is scheduled for September 23, 2026, at 10:00 AM CT at the RC1 facility in Kerens, Texas. SOQ submittals are due by October 20, 2026, at 2:00 PM CT via the OpenGov Procurement Website, with questions accepted through October 6, 2026. TRWD will short-list firms based on SOQ review, conduct interviews with top-ranked firms, and request a comprehensive scope and fee proposal from the highest-ranked firm following interviews.
Respondents must not include fee estimates, pricing, or billing rate information in their SOQs. The evaluation criteria are weighted equally at 25 percent each and assess value-added advantages, proposed team structure and efficiency, experience and qualifications of key team members, and past project experience and references. SOQs must include a cover letter (maximum two pages), one-page organization chart, one-page team leader resumes, one-page past projects and references, and a completed Conflict of Interest Questionnaire. TRWD reserves the right to perform services with its own staff, reject all submittals, or negotiate with the selected firm; if negotiations fail, TRWD will proceed sequentially with the next-highest qualified respondent. The award will include design services and some construction phase services, with a separate construction administration contract to follow closer to the construction timeline. All submittals become subject to Texas Government Code Chapter 552 regarding public disclosure, with respondents responsible for marking proprietary information and submitting arguments to the Texas Attorney General regarding confidentiality.

TRWD invites qualified consultants to submit Statements of Qualifications (SOQs) for planning, design, procurement-phase, and construction-phase engineering services for the RC1 Chemical Feed
Improvements Project. Prospective firms should consider appropriate teaming to provide the required multidisciplinary experience.
• Project management and multidisciplinary coordination.
• Sodium hypochlorite and LAS storage, metering, transfer, carrier-water, and injection systems.
• Chemical containment, coatings, liners, drainage, sumps, and chemical segregation.
• Chemical piping, trenching, and leak detection.
• Gaseous chlorine and chlorine scrubber decommissioning and demolition.
• Process mechanical, civil, structural, architectural, electrical, instrumentation, controls, and SCADA design.
• Chemical compatibility, ventilation, life safety, hazardous-material handling, permitting, cost estimating, scheduling, constructability, startup, and commissioning.
Do not provide any fee estimates, pricing, or billing rate information in the SOQ. The consultant selected for this project will be expected to submit an initial scope and fee estimate along with appropriate backup information.
The Richland-Chambers Lake Pump Station (RC1) includes chemical storage, feed, containment, and safety systems supporting raw-water pumping operations. TRWD intends to retain a qualified engineering consultant to evaluate, design, permit, and support procurement and construction of chemical-feed improvements at RC1.
1.2. 2.TRWD BACKGROUND
The Tarrant Regional Water District (TRWD) has provided quality water to its customers, implemented vital flood control measures and created recreational opportunities for Tarrant
County residents and communities for more than one hundred (100) years.
TRWD is led by a publicly elected five (5) member board and owns and operates four (4) major reservoirs including Lake Bridgeport, Eagle Mountain Lake, Cedar Creek Reservoir and Richland
Chambers Reservoir. TRWD has constructed over two hundred and fifty (250) miles of water pipelines, multiple pump stations and a two-thousand-acre wetland water reuse project
Request For Statement Of Qualifications #26-179 4 augmenting water supplies for the area. TRWD also maintains twenty-seven (27) miles of floodway levees and more than one hundred (100) miles of Trinity River Trails.
TRWD’s transmission pipelines, ranging in diameters of 72 inch through 108 inch, convey water from its water supply sources Richland-Chambers Reservoir, Cedar Creek Reservoir and Lake
Benbrook, through several lake and booster pump stations including balancing reservoirs along the way. The raw water is delivered directly to customer water treatment plants supplied by
TRWD’s pipelines, as well as to terminal storage reservoirs (Eagle Mountain, Lake Benbrook, and Lake Arlington) through pressure reducing outlets.
1.3. 3.OFFICIAL DOCUMENTS
Official Documents are available through the procurement portal at the following website:
https://procurement.opengov.com/portal/trwd
Prospective offerors must register with the Procurement Website as a plan holder, even if bidding documents are obtained from a plan room or other site. All official notifications, addenda and other documents will be offered only through the Procurement Website
Proposal forms obtained from any source other than the District may be incomplete and bidders risk not receiving necessary addenda, or other required documents causing the bid to be considered non-responsive, and eliminating the proposal from award. The District will not be responsible for the completeness, accuracy, or timeliness of the final bid documents obtained from other sources.
1.4. 4.SCOPE OF WORK
1.4.1. 4.1.Scope of Work
The Scope of Work in this section is not comprehensive. Rather, it represents what TRWD anticipates will be needed to design this project. Prospective consultants may recommend improvements to the scope in the project approach section of their SOQ. The selected consultant will prepare a comprehensive scope that will be negotiated with TRWD. Part of the negotiation will include a meeting about which parts of the preliminary design need to be revisited so that studies for those parts can be included in the scope. TRWD expects the selected consultant will provide guiding recommendations that benefit TRWD and the consultant through the scoping phase and into all other phases.
Task 1: Project Management Services
Task 2: Preliminary Investigations
Task 3: Preliminary Design
Task 4: Permitting
Task 5: Final Design Documents

Submit questions using the Question and Answer process on the Procurement Website.
Responses to questions posted on the Procurement Website will be posted on the website by the District for the benefit of all Firms. A response will be posted for questions submitted by end of day Tuesday, October 6, 2026.
Request For Statement Of Qualifications #26-179 6
Review the following guidelines for asking questions on the procurement website before posting questions:
• Read the previously posted questions before posting similar questions to avoid duplication.
• Post only one question per entry. Multiple part questions cannot be answered until all responses have been prepared. A response to multiple part questions will not be answered and will need to be resubmitted individually.
• Provide adequate information to allow a response to be made. i.e. Reference specific sections, provide a brief background to set the stage for your question, etc.
• Do not use this forum to request approval of an alternate product. Follow the provision of the contract documents for this process.
• Ask questions early. The deadline for questions will not be extended unless the date for receipt of bids is extended. No response will be made to questions asked after the deadline.
• Responses to questions are not part of the contract documents and cannot modify the contract documents. An addendum may be issued to clarify, correct or change the contract documents, addenda or related supplemental data.
A response to a question that would indicate an addition, modification or clarification of the
Contract Documents other than directing the attention of the requestor to a specific reference in the Contract Documents will be made by Addenda for the benefit of all other Offerors. Only modifications made by formal written addenda signed by the District will be binding. Oral and other interpretations or clarifications will be without legal effect.
1.7. 7.INSTRUCTIONS FOR PREPARATIONS OF SOQ
Only firms qualified to perform the work per the expectations communicated in this Request for Statement of Qualifications are asked to submit an SOQ.
In order to minimize the work of the firms initially submitting an SOQ and the review time required by the Selection Committee, the following instructions should be followed in preparing the SOQ:
• Section 1 – Cover Letter, shall be a maximum of two pages and should include the firm's interest, willingness to interview and follow up, reasons for pursuing the project, and value added (advantages/differentiators) by the team.
• Section 2 – Organization Chart, shall be one page and should include the proposed team structure and reporting/coordination relationships.
Request For Statement Of Qualifications #26-179 7
• Section 3 – Team Leader Resumes, shall be one page and should include abbreviated resumes for team leaders.
• Section 4 – Past Projects and References shall be one page and shall include three past projects and references.
• Provide completed Conflict of Interest Questionnaire. All documentation submitted for this section is excluded from the page limit.
• All pages will be 8.5”x11” with a minimum font size of 12.
TRWD plans to award one design contract that will have some construction phase services. This will be followed by a separate construction administration contract to coordinate the construction. The construction administration contract will be awarded closer to the time of construction.
TRWD will short-list engineering firms based on the review of the SOQ by the TRWD selection committee. The top ranked firms will be notified and provided instructions for the interview which will include a portion that the firm can control, a portion TRWD will control, and a portion for open discussion. These shortlisted firms will also receive additional record drawings that can be used to prepare for the interview. Firms should structure interview participation to reflect how the proposed team would typically collaborate and interact with TRWD during project delivery. Personnel who are local and would normally attend project meetings in person should participate in person. Personnel who would typically support the project remotely should participate virtually. This approach will allow TRWD to better understand how the proposed team would ordinarily work together and engage with TRWD throughout the project.
Once interviews have been completed, each interviewed firm will have the opportunity to submit a five-page (8.5x11 inch, 12 font) follow up document/letter, on the firm’s letterhead, containing anything they would like (it could be follow up on a topic in interview, or a new topic that there was not time to discuss, restating the value that the team brings, etc.).
After interviews, and receiving the follow up documentation, the evaluation committee will re-rank the short listed firms based on the interviews and request a comprehensive scope and fee proposal from the top ranked firm. If a successful contract cannot be negotiated, TRWD will formally, and in writing, end negotiations and proceed with the next highest qualified respondent in the order of the selection ranking until a contract is reached or all submittals are rejected.
1.8. 8.SUBMISSION OF SOQS
SOQs shall be submitted by Tuesday, October 20, 2026 at 2:00 pm CT via OpenGov
Procurement Website.
Request For Statement Of Qualifications #26-179 8
Submittals submitted electronically via the above website will be received until the due date and time. It is the sole responsibility of the Firm to ensure timely delivery of the SOQ.
1.9. 9.EVALUATION PROCESS
This Request does not commit TRWD to enter into an agreement or to pay any costs incurred in the preparation and submittal of a proposal in response to this request or in subsequent interviews and negotiations, or to procure a contract for the project. TRWD will require the selected respondent(s), if any; to participate in negotiations for the fees for the project and to submit such scope, technical, and/or other revisions to the proposals as may result from negotiations. TRWD reserves the right to perform all or some of the services described in this document with its own staff. SOQs will be evaluated and ranked based upon the responses provided relative to the content requirements of this RFSOQ and the criteria listed in Section
10.
