About this opportunity

The City of Meriden, Connecticut is requesting quotations for on-call trade labor services to support future municipal projects under RFQ027-25, with proposals due October 15, 2026 at 11:00 a.m. and the question submission deadline October 8, 2026 at 4:00 p.m. This is a framework contract; detailed scopes of work are not available at solicitation and will be provided during subsequent project-level solicitations.

The City seeks qualified trade labor across twenty distinct service categories: carpenters, electricians, plumbers, HVAC technicians, masons, painters, roofers, fire alarm services, security/data services, welding fabrication, and other specialized trades. Projects will be funded through multiple streams and will vary significantly in scope and scale. The resulting contract will allow the City to obtain project-specific fixed quotes or execute work based on hourly rate schedules provided by selected contractors.

Proposers must maintain appropriate state licenses and certifications as required by the Connecticut Department of Consumer Protection and provide certificates of insurance covering general liability, automobile liability, and workers' compensation. The City of Meriden is exempt from federal excise taxes and Connecticut sales and use taxes, which should not be included in proposal pricing. Payment will be made no less than thirty days following completion of services. Permit fees for City of Meriden buildings will be waived, though state training and education fund fees will not be waived.

Evaluation is based on four equally weighted criteria (30 points each except references at 20 points and financial responsibility at 20 points): qualifications and cost proposal, demonstrated ability to meet project deadlines and proposed work schedule, references from past clients, and financial responsibility and stability.

Proposals must be submitted electronically via the City's eProcurement Portal at https://procurement.opengov.com/portal/meridenct. Inquiries should be directed to Susan Martel, Procurement Officer, City of Meriden, 142 East Main Street, Room 210, Meriden, Connecticut 06450, at 203-630-4115, by fax at 203-630-3852, or by email at smartel@meridenct.gov.
