About this file

This is a Request for Quotation (RFQ027-25) issued by the City of Meriden, Connecticut, for on-call trade labor services to support future municipal projects. The solicitation seeks qualified contractors across twenty distinct service categories, including carpenters, electricians, plumbers, HVAC technicians, masons, painters, roofers, fire alarm services, security and data services, welding fabrication, and other specialized trades. The contract will serve as a framework agreement, allowing the City to obtain project-specific fixed quotes or execute work based on hourly rate schedules provided by selected contractors. Detailed scopes of work are not available at the time of solicitation and will be provided during subsequent project-level solicitations. The question submission deadline is October 8, 2026, at 4:00 p.m. EDT, and all proposals must be submitted electronically via the City's eProcurement Portal by October 15, 2026, at 11:00 a.m. EDT. No site visits or bidders' conferences are specified in the solicitation documents.

Proposals will be evaluated based on four equally weighted criteria: qualifications and cost proposal, demonstrated ability to meet project deadlines and proposed work schedule, references from past clients, and financial responsibility and stability. Contractors must maintain appropriate state licenses and certifications as required by the Connecticut Department of Consumer Protection and provide certificates of insurance covering general liability, automobile liability, and workers' compensation. The City of Meriden is exempt from federal excise taxes and Connecticut sales and use taxes, which should not be included in proposal pricing. Payment will be made no less than thirty days following completion of services. Permit fees for City of Meriden buildings will be waived, though state training and education fund fees will not be waived. Projects will be funded through multiple streams and will vary significantly in scope and scale. Inquiries should be directed to Susan Martel, Procurement Officer, at 203-630-4115, smartel@meridenct.gov, or 203-630-3852 (fax).
