About this opportunity

The City of Pasadena is soliciting proposals for on-call telecommunications facilities entitlement case assessment and management services, with proposals due September 14, 2026 at 3:00 p.m. and questions due September 7, 2026 at 5:00 p.m.

The scope includes permit application and construction drawing review, coordination through permit issuance, inspection, and construction management for telecommunications facilities installation within the public right of way in compliance with Pasadena Municipal Code Chapter 12.22, applicable City standards, and FCC standards including shot clock time regulations. The consultant assumes lead project management from permit application submittal through construction completion under City Staff supervision. Average annual permit volume has been 25 permits over the past two years with anticipated increases. The City does not guarantee any minimum amount of work, number of assignments, or hours under this on-call agreement.

The contract term is five years from the date of City execution with no optional renewal periods. Proposals are evaluated on qualifications and experience (15 points), resume of key personnel (25 points), experience working with municipalities (20 points), time commitment and availability (10 points), fee proposal (10 points), and references (10 points). An additional 5-point preference is available for Pasadena local business designation or State of California small or micro-business certification. Fee proposals must include two itemized flat fees: project management and case application review per location (including initial submittal and up to two resubmittals) and construction management and inspection per case; pricing is evaluated on a comparative cost formula awarding maximum points to the lowest proposal.

Minimum qualifications require five years of similar services experience, State of California licensed civil engineering staff, expertise in streetlight and traffic signal system designs within public rights of way, and construction management and inspection staff experienced with utility pole installations. Professional liability insurance with limits of $2 million per occurrence and aggregate is required. The City reserves the right to award one or multiple contracts and will rank proposers by score, contacting the highest-scoring firm first for each task order; if that firm cannot fulfill the assignment, the City will proceed to the next-ranked proposer. All work must comply with WCAG 2.1 Level AA accessibility standards for digital content and PROWAG standards for pedestrian facilities. Proposals must be submitted electronically through the City's eProcurement Portal.
