About this opportunity

The Housing Authority of the City and County of Denver is requesting proposals for on-call snow and ice removal services across approximately 40 residential and one commercial property under RFP 26-016, with proposals due August 19, 2026 at 4:00 p.m. Section 3 compliance is mandatory, requiring contractors to direct 25 percent of contract value to Section 3 Business Concerns and achieve safe harbor benchmarks of 25 percent Section 3 worker labor hours and 5 percent Targeted Section 3 worker labor hours.

The scope covers snow plowing and ice melt application for parking lots and pedestrian areas across low-rise to high-rise residential properties and the Central Office commercial property. The contractor furnishes all labor, supervision, materials, supplies, and equipment to supplement snow and ice removal performed by DHA staff. Prior to commencing operations at each site, the contractor and site manager must coordinate and document existing conditions, designate snow storage areas, and identify fire lanes and hydrants. The contractor assumes responsibility for damage caused by snow removal operations to garage doors, wheel stops, signage, speed bumps, ramps, and turf but not for ordinary cosmetic wear or damage from snow melt and freezing cycles.

Prevailing wage rates established by HUD are mandatory: $19.88 per hour for snow plow operators and $21.35 per hour for groundskeeping workers and laborers. Pricing is submitted on fee schedules for three service categories—hourly rates for parking lot plowing, hourly rates for pedestrian hand shoveling, and per-pound costs for ice melt application—and vendors are not required to bid on all sites. The contract includes a base year and two optional renewal years.

Evaluation criteria are cost of services (35 points), methodology including reporting and billing procedures (25 points), OSHA total recordable incident rates and experience modification rates (20 points), and firm capacity and experience (20 points). A pre-proposal conference is scheduled for August 4, 2026 at 2:00 p.m. via Microsoft Teams. Written questions are due August 6, 2026 at 4:00 p.m.
