About this opportunity
The City of New Haven, Connecticut, Department of Finance, Bureau of Purchases is requesting bids on behalf of New Haven Public Schools for on-call pest and rodent control services across 49 school facilities, with bids due July 9, 2026 at 3:00 PM and questions due June 29, 2026 at 5:00 PM. An SCD (Small Contractor Development) waiver was approved on May 12, 2026, confirming no qualified SCD vendors provide pest control services; the contract proceeds to open competitive bid. Local preference is available for businesses with a principal place of business in New Haven, which may receive preference if their bid does not exceed the lowest bid by more than 15 percent.
The scope covers preventative and responsive pest management services including rodent control (mice and rats), bee and wasp treatments, termite inspections and treatments, bedbug inspections and treatments, wildlife trapping and removal, and pavement ant treatments across all school facilities in the district. Targeted service areas include kitchens, cafeterias, boiler rooms, basements, and other food preparation areas. The successful contractor must carry a Connecticut State S-1 Certified Supervisory License and a Connecticut State Certified Junior Applicator's License, provide monthly preventative maintenance at each school, maintain service logs, and utilize only EPA-approved baits and pesticides.
The contract term is one year with two optional one-year renewals at the City's sole discretion. Award is anticipated within 120 days of bid opening, with the lowest responsible bidder as the selection method. Pricing shall be submitted on the City's calculation sheet in unit prices, excluding all federal, state, and local taxes. Bid security of 5 percent of the total bid is required for any bid exceeding $100,000. The City's "No Purchase Order, No Payment Policy" requires official purchase orders prior to service delivery. The living wage ordinance applies, requiring a minimum of $21.38 per hour with benefits or $22.38 without benefits for FY 25/26. The New Haven Health Department conducts effectiveness surveys at least three times annually; any identified deficiencies must be corrected within ten days or the contract may be immediately cancelled. The City reserves the right to terminate for cause with five business days' notice or for convenience with twenty-one days' notice.
