About this file
This is a Fines and Penalties Chart from the City of New Haven, Connecticut, adopted as part of the FY 2024-2025 Mayor-Proposed and Board of Alders-Approved Budget Ordinance. The document outlines enforcement penalties administered by the Commission on Equal Opportunities for compliance violations related to construction contracts. The chart specifies financial penalties ranging from $750 to $4,000 for various infractions, including failure to hold pre-award conferences, late submission of certified or living wage payroll reports, missing or incorrectly filled daily employee reports, and violations related to diversity participation goals for minority, female, and resident workers. Penalties scale based on violation severity and frequency, with some charges calculated as a percentage of the construction contract amount where applicable.
The fines and penalties are assessed against subcontractors and general contractors across all tiers of the contracting hierarchy for non-compliance with established regulations under C.G.S. Section 17-201(15). Late payroll reports incur $1,000 per week or 1% of the contract amount weekly, whichever is greater, with escalated penalties after eight weeks of delinquency. Violations of maximum effort requirements to achieve minority, female, or resident participation goals result in $2,000 or 1% of the respective contract amount per week of violation. These enforcement mechanisms apply to construction-related projects and are designed to ensure contractor compliance with wage, reporting, and diversity requirements established by municipal ordinance.
