About this opportunity

The City of Beverly Hills Public Works Department, in coordination with the City of West Hollywood, is requesting bids on an on-call pavement repairs contract with bids due October 1, 2026 at 2:00 p.m. via PlanetBids. The contract carries prevailing wage requirements under California Labor Code Section 1770 et seq., a central compliance filter for bidders.

The scope encompasses asphalt and concrete pavement repairs, curb and gutter work, and right-of-way improvements across both municipalities. Bid items include pothole and section repairs in eight-inch asphalt and concrete; AC grinding and capping; sidewalk and curb-and-gutter replacement; driveway and alley approach repairs; water meter box adjustments; and traffic control services. Beverly Hills work includes 2,000 square feet of asphalt pothole repairs, 200 square feet each of concrete and AC-over-concrete repairs, 1,000 square feet of grind and cap work, and approximately 1,400 linear feet and 600 square feet of concrete improvements. West Hollywood includes similar items with reduced quantities. For non-emergency repairs, the contractor must commence work within fourteen calendar days of written notice from the City Engineer. The minimum task order threshold is fifteen thousand dollars; emergency work below that amount is performed on a time-and-material basis. Work is restricted on designated holidays and during December 20 through January 3 annually.

The contract is a one-year on-call agreement with options for two additional one-year renewal terms, subject to a maximum three percent annual cost increase for renewals. The preliminary engineer's estimate is $550,000. Bidders must hold a current California contractor's license of appropriate classification and register with the State Department of Industrial Relations. A bid bond or security deposit equal to ten percent of the total bid is required. The contract includes performance and payment bond requirements, comprehensive insurance and workers' compensation coverage, and a one-year warranty. All subcontractors must be listed at bid submission with current, active California contractor licenses. A five-hundred-dollar daily liquidated damages assessment applies for each calendar day work remains incomplete beyond specified dates.
