About this opportunity

The City of Sacramento Community Development Department is requesting qualifications for an on-call list of demolition contractors to handle non-emergency structure demolition and hazardous materials abatement on a project-by-project basis, with qualifications due August 14, 2026 and contract award anticipated October 1, 2026. A Local Business Enterprise (LBE) certification preference adds up to 5 points to the evaluation.

Contractors must hold a valid California C-21 general contractor license and demonstrate at least two years of actual experience in demolition and structural collapse work for commercial and governmental entities. Services include general demolition, structural collapse work, and hazardous materials abatement (asbestos and lead remediation) on structures in violation of Sacramento City Code that pose public health and safety hazards.

The City will establish an on-call contractor list and award individual projects to the lowest responsible bidder as work arises. No minimum work volume is guaranteed. The contract term is one year with City options to extend for two additional one-year terms, to a maximum of three years. Contractors must submit proposed billable hourly rates and applicable fees; these will not be evaluated until qualifications-based ranking is complete and will be subject to negotiation.

Evaluation is scored on qualifications and experience (40 points), understanding of scope and approach (30 points), commercial or governmental agency experience and regional knowledge (20 points), and references and attachments (10 points), plus up to 5 additional points for LBE certification. Contractors must carry comprehensive general liability insurance of at least $1 million per occurrence, automobile liability insurance of $1 million, and workers' compensation insurance with statutory limits before commencing work. The City reserves the right to modify delivery methods or team contractors for specific projects.
