About this opportunity

Stanislaus County Department of Public Works is requesting qualifications for on-call materials testing services, with proposals due September 15, 2026 and a question deadline of September 9, 2026. The County intends to establish an approved on-call list of at least three contractors.

The scope encompasses on-site material testing and quality control inspection, laboratory testing, and existing pavement analysis for construction and design projects throughout the County. Required services include striping retro-reflectivity testing per ASTM E2177/E2832 and E1710, bead sampling per ASTM D7585, deflectometer testing per ASTM D4694-09, coring of existing pavement sections, R-value testing, and pavement section design recommendations. Consultants must employ a qualified licensed Civil or Geotechnical Engineer in California responsible for the work and must maintain all applicable certifications throughout the contract term. Consultants may be required to obtain encroachment permits at no cost to the County.

The initial contract amount with each selected contractor shall not exceed $199,000, with a master agreement not to exceed $600,000 total across all selected firms. The contract term is three years with two possible one-year extensions, not to exceed five years total. Compensation is on a time-and-materials basis with hourly rates specified in a separate sealed envelope fee schedule. The fee schedule must include billing rates for all staff levels and estimates of direct and indirect costs for all tasks listed in the County's Quality Assurance Program plus additional specified tests. No rate increases are permitted during the three-year term unless clearly outlined in the fee schedule; if no increases are shown, none will be allowed. All prices must include travel to and from test sites, with separate pricing provided without travel time. The County will not reimburse per diem costs or out-of-state travel without prior written approval from the Project Manager.

Responses must be submitted in sealed hard copies (three copies) and one electronic PDF to Joe Giulian at Stanislaus County Public Works, 1716 Morgan Road, Modesto, California 95358. Evaluation is anticipated for September 22, 2026, with consultant notification by September 25, 2026. The County reserves the right to accept or reject any proposals, negotiate with qualified consultants, modify or cancel the RFQ, and contract with additional consultants beyond those selected through this process.
