About this opportunity

The Illinois Department of Transportation is soliciting electronic bids for on-call maintenance and repair of traffic signals, flashing beacons, roadway lighting, and other electrical facilities in District 2, with bids due by 12:00 p.m. on September 18, 2026 via the iCX (Integrated Contractors Exchange) system.

The primary focus area encompasses Carroll, Henry, Rock Island, and Whiteside counties, though emergency work outside these counties may be directed by the Engineer. The contractor must maintain a physical headquarters within the primary focus area and provide 24-hour emergency response capability. Required response times are ninety minutes during regular business hours and two hours during non-regular hours for emergencies; twenty-four hours for non-emergency traffic signal and flashing beacon calls; and five working days for highway lighting outages. Failure to meet completion times triggers penalty charges ranging from $25 to $100 per calendar day depending on work order amount, with additional deductions for missed response times.

The contractor must furnish all labor, tools, and equipment, including bucket trucks and specialized electrical equipment. Labor is priced on unit rates for journeyman and apprentice electricians, measured to the nearest 0.25 hour. Truck usage is similarly billed to the nearest 0.25 hour. Materials and parts are supplied at actual cost plus applicable markups, though the Department will furnish parts and materials when available and practical. The Department reimburses driving time for workers based in the primary focus area, except for maintenance operations, and will pay for pre-authorized subcontractor costs.

The contract term extends through December 31, 2028. The Department reserves the right to perform repairs using its own forces and may reject any or all proposals. The award goes to the lowest responsive and responsible bidder.
