About this opportunity

Yolo County Department of Community Services, Division of Environmental Health, is requesting qualifications from licensed hydrogeologists and geologists specializing in water resources to establish an on-call list of qualified professionals for agricultural well permitting, with qualifications due August 19, 2026. Selected consultants will prepare hydrogeological reports for permit applicants under the County's updated well permitting procedures enacted under Ordinance No. 1579 (adopted November 4, 2025), which require evaluation of impacts on nearby wells and consistency review by applicable Groundwater Sustainability Agencies against Groundwater Sustainability Plans and basin sustainability goals.

The on-call list will operate for a minimum of three years, with the County retaining the ability to issue periodic RFQs to add additional consultants to the qualified pool throughout the term. Consultants selected will be available for retention by agricultural well permit applicants on an as-needed basis. Applicants must hold current hydrogeologist or geologist licenses and demonstrate technical expertise sufficient to evaluate wells in accordance with the County's well permit ordinance. The County emphasizes that retained consultants must possess the professional qualifications necessary to meet the technical standards established under the updated permitting framework.

This is a qualifications-based procurement rather than a competitively bid contract; individual work assignments and pricing will be negotiated with permit applicants as needed during the three-year term.
