About this opportunity

The Housing Authority of Baltimore City (HABC) is soliciting bids for on-call HVAC services covering inspection, maintenance, diagnosis, repair, and replacement of heating, ventilation, and air conditioning equipment across HABC properties under IFB PUR-1842-26, with bids due September 22, 2026 at 2:00 p.m. EST via the Bonfire platform. Section 3 HUD Act requirements mandate that at least 25 percent of labor hours be performed by low- and very-low-income persons, with 5 percent targeted for Section 3 workers; preference is given to HABC public housing residents and Section 3 business concerns.

The scope includes preventive maintenance on gas furnaces (Schedule B), oil furnaces (Schedule C), and air conditioners (Schedule D); authorized repairs and emergency service; unit-priced replacements (furnaces ranging 80,000 to 120,000 BTU, fan coil units, and duct cleaning); combustion-safety testing; and time-and-material miscellaneous services. All personnel must hold current Maryland and Baltimore City licenses; refrigerant handlers must hold EPA Section 608 certification. The contractor furnishes all labor, supervision, tools, testing instruments, transportation, materials, equipment, permits, and disposal.

The estimated contract value is $250,000 not-to-exceed with no minimum purchase guaranteed. The contract term is one year with four unilateral one-year renewal options at HABC's discretion. Pricing is structured as unit pricing for specified items, hourly labor rates for mechanics and helpers, and time-and-material reimbursement for miscellaneous materials at actual net cost plus markup not to exceed 12 percent. The contractor must comply with Davis-Bacon wage determinations (General Decision MD20260061) and maintain comprehensive insurance including workers' compensation, general liability ($1 million minimum), automobile liability ($1 million minimum), and pollution liability ($1 million minimum) with HABC named as additional insured. A one-year warranty on labor and installed parts is required. HABC reserves the right to make multiple awards to different bidders and will award to the lowest responsive and responsible bidder meeting specifications.
