Summary
This Invitation for Bids (IFB PUR-1842-26) is issued by the Housing Authority of Baltimore City (HABC) for on-call HVAC services focused on rehabilitation and maintenance of heating, ventilation, and air conditioning equipment across HABC properties. The contractor shall provide all labor, supervision, tools, testing instruments, transportation, materials, equipment, permits, and incidentals necessary to inspect, maintain, diagnose, repair, and replace HVAC equipment. Work includes preventive maintenance schedules for gas furnaces (Schedule B), oil furnaces (Schedule C), and air conditioners (Schedule D); authorized repairs and emergency service; equipment replacements; and related services. The scope includes specific unit-priced items such as furnace and air conditioner maintenance (100–25 units estimated), furnace replacements ranging from 80,000 to 120,000 BTU (10–5 units each), fan coil units, duct cleaning, combustion-safety testing, and additional labor services for mechanics and helpers at normal and overtime rates. Bids were due on September 22, 2026, at 2:00 p.m. EST via the Bonfire platform. The contract term is one year with four unilateral one-year renewal options at HABC's discretion, for an aggregate not-to-exceed amount of $250,000 with no minimum purchase guaranteed.
Pricing is structured with unit pricing for specific items, hourly labor rates for mechanics and helpers, and time-and-material reimbursement for miscellaneous materials at actual net cost plus markup not to exceed 12 percent. HABC will award the contract to the lowest responsive and responsible bidder meeting specifications; multiple awards to different bidders are permitted at HABC's discretion. The contractor must comply with Davis-Bacon wage determinations (General Decision MD20260061), maintain comprehensive insurance including workers' compensation, general liability ($1,000,000 minimum), automobile liability ($1,000,000 minimum), and pollution liability ($1,000,000 minimum) with HABC named as additional insured. Section 3 HUD Act requirements mandate that at least 25 percent of labor hours (including 5 percent targeted Section 3 workers) be performed by low- and very-low-income persons, with preference given to HABC public housing residents and Section 3 business concerns. All personnel must maintain current Maryland and Baltimore City licenses, and refrigerant handlers must hold EPA Section 608 certification. The contractor must provide a one-year warranty on labor and installed parts, furnish proof of insurance before commencing work, and submit weekly certified payrolls documenting compliance with labor standards. HABC reserves the right to reject any or all bids, cancel the solicitation, waive technicalities, and terminate the contract for convenience or default.
