About this opportunity
The City of Wichita Falls, Texas is soliciting proposals for on-call grass and weed-cutting services for vacant lots and properties within Wichita County under RFP 07-26, with proposals due October 19, 2026 at 4:00 p.m. CST. The City intends to select multiple contractors under a one-year contract with an option to renew for one additional year.
The scope covers grass and weed cutting for properties where vegetation exceeds nine inches in height, including removal of branches, trash, litter, and debris prior to mowing. Services must be performed during normal business hours (Monday–Friday, 8:00 a.m. to 5:00 p.m., with weekend work permitted if noise ordinances are followed) and completed within seven days of assignment. Contractors must submit before and after photographs with geotagging and date/time stamps through the City's MyGov system within three days of completion. The City will inspect properties within seven days of work completion.
Pricing is structured by lot size: Class 1 (up to 0.25 acres at $140 City reference fee), Class 2 (0.26 to 0.99 acres at $150 reference fee), and Class 3 (1.0 to 2.99 acres at $175 reference fee), with properties 3.0 acres or larger requiring separate estimates and City approval. A $25 mobilization fee is available if a contractor responds within seven days to find a property already mowed or not requiring service. Minimum equipment includes a 60-inch commercial-grade mower or zero-turn mower, commercial-grade trimming equipment, and a tractor with bush hog if needed. Contractors may not subcontract mowing work and must be easily accessible during business hours for scheduling changes.
Evaluation criteria are vendor experience (25%), references (25%), pricing (30%), and current equipment (20%). Vendors must comply with Texas Government Code certifications regarding boycotts of Israel and energy companies, provide a W-9 form, submit references from similar projects, and maintain current insurance and safety equipment throughout the contract term. The City reserves the right to reject any or all proposals and award to the lowest responsive and responsible bidder or make separate awards to multiple vendors.
