About this opportunity

The City of Pasadena is seeking to procure On-Call Geotechnical Engineering Services for its Public Works Department, with the intent to select a maximum of three outside organizations to support various Capital Improvement Projects. The procurement will target firms with at least 5 years of experience providing comprehensive geotechnical engineering services, including soils and geologic exploration, analysis, recommendations, project design support, code and QA/QC inspections, construction trades work monitoring, testing, and materials sampling. Proposals are due by 2:00 pm on September 14, 2023, and must be submitted electronically through the City's eProcurement Portal. The evaluation will utilize a 100-point scoring system, with points allocated across categories such as qualifications, public sector experience, project approach, and scope of services. Proposers must submit separate technical and price proposals, with technical proposals being evaluated first, followed by price proposal review for the highest-scoring submissions. The contract will have an initial four-year term or will terminate upon expenditure of $750,000, whichever occurs first.

The solicitation does not explicitly highlight specific set-aside designations or restrictions for disadvantaged enterprises. Proposers will be required to complete various compliance documents, including a Conflict of Interest Disclosure, Taxpayer Protection Amendment Disclosure, and Non-Collusion Declaration. While specific budget details are not comprehensively outlined, the contract indicates a maximum expenditure threshold of $750,000. Contractors must provide a Unique Entity ID from SAM.gov and complete workforce utilization forms demonstrating their commitment to equal employment practices. The City retains discretion to negotiate contract terms and will issue work orders to the highest-scoring proposers based on specific project needs. Additional compliance requirements include completing civil litigation history certifications, proving corporate authority to bid, and disclosing any historical disqualifications from government contract work.
