Washington County, Oregon is requesting proposals to establish a pool of general contractors for on-call general construction services not exceeding $500,000 per project, with proposals due August 27, 2026 and contractor selection on September 18, 2026. The County intends to award multiple contracts and will use a competitive round-robin methodology, inviting a minimum of three pooled contractors to bid on each individual project; the lowest responsive bid wins.
Scope encompasses remodeling, demolition, upgrades, new construction, and rehabilitation of County-owned and leased properties across facility types including jails, detention facilities, health clinics, libraries, and courthouses. The contract carries a one-year initial term with options to renew for up to four additional years, with a maximum total term of five years (approximately July 2031). The County will resolicit the pool every three years.
Evaluation occurs in two phases. Phase 1 assesses proposal compliance (5 points), similar project experience up to $500,000 (15 points), team structure and qualifications (15 points), project approach (15 points), and COBID subcontracting practices (5 points), for 55 total points. Proposers scoring 35 points or more advance to Phase 2 interviews, which determine final awards based on a 51-point interview score.
Required insurance includes Commercial General Liability ($1,000,000/$2,000,000), Automobile Liability ($1,000,000 combined single limits), Professional Liability ($1,000,000/$2,000,000), and Workers' Compensation per Oregon Revised Statutes 656.017. A non-mandatory pre-proposal conference is scheduled August 13, 2026 at 11:00 a.m. via Microsoft Teams.
