About this opportunity

Park City Municipal Corporation (PCMC) is requesting proposals for on-call municipal financial consulting and auditing services under an RFP posted August 11, 2026, with proposals due September 7, 2026 at 4:00 p.m. via Utah Public Procurement Place. Vendors currently holding on-call contracts with PCMC do not need to reapply. Written questions are due August 26, 2026 at 4:00 p.m.

The scope includes general municipal financial consulting services: economic and financial analysis, budget preparation, grant management, financial forecasting, fee and rate studies, financial reporting, and support for major projects and capital planning. Respondents must submit hourly rates for all key personnel in a separate cost proposal.

The contract term runs through December 31, 2029. Work authorized under Task Orders executed during the agreement term may continue beyond the expiration date but in no event beyond five years after the agreement ends. Compensation is negotiated on a lump-sum, not-to-exceed basis for each Task Order. PCMC retains ownership of all deliverables and work product.

The Service Provider must maintain comprehensive insurance coverage including commercial general liability ($1,000,000 per occurrence / $3,000,000 aggregate), automobile liability ($2,000,000 combined single limit), professional liability ($1,000,000 per occurrence), and workers' compensation with employer's liability limits of $1,000,000. E-Verify participation is required for Utah-based work.

Technical evaluation (90% of total score) assesses Experience and Qualifications (200 points), Technical Approach (200 points), and Services Offered (50 points). Only respondents scoring at least 70% on technical criteria advance to cost evaluation. Cost evaluation (10% of total score) awards 100% of cost points to the lowest-priced proposal; other proposals receive proportional points using the formula (Lowest Proposed Price / Proposed Price). Only respondents scoring above 70% of total points after cost evaluation may enter contract negotiations.

Respondents must be authorized to do business in Utah at contract execution. Those with addresses within Park City limits must maintain a valid business license. Contracts with aggregate costs exceeding $100,000 require City Council approval.
