The anticipated contract term extends for five years, consisting of an initial three-year term with options to extend for two additional one-year terms, with rate adjustments not to exceed annual Consumer Price Index changes. Evaluation criteria are weighted as follows: Proposal Transmittal Letter (5%), Proposer Qualifications and Experience (25%), Proven Ability (25%), Technical Approach (15%), Acceptance of City's Standard Contract (10%), and Rate Sheets (20%), with the City reserving the right to interview top-rated firms and select up to three highest-ranked firms based on qualifications before opening sealed rate sheets.
The procurement documents do not specify set-aside designations or restrictions limiting responses to particular types of organizations, disadvantaged enterprises, or minority-owned businesses. No incumbent vendors or current contractors are identified in the available materials. Proposers must comply with all insurance requirements, including Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Commercial Automobile Liability of $1,000,000 per accident, Workers' Compensation according to statutory requirements, and Professional Liability (Errors & Omissions) of $1,000,000 per claim. All costs must be all-inclusive with no additional reimbursement for travel, telephone, or copying expenses. The procurement documents do not specify a minimum or maximum guaranteed number of service hours, and no award value or budget range is provided; individual work assignments will be awarded on an as-needed basis, with the selected firm not necessarily being the lowest cost proposer.
