A Local Business Enterprise (LBE) 5% preference applies to this procurement.
The scope encompasses highly trained, specialized security personnel available 24 hours on an as-needed basis at City facilities, properties, events, and designated locations. Services include executive and personal protection, foot and vehicle patrols, access control, security screening, proactive threat identification and response, trespass enforcement, de-escalation and verbal intervention, coordination with law enforcement, and physical intervention when legally justified. Personnel must hold current California Bureau of Security and Investigative Services (BSIS) Security Guard Registration; possess required licenses and certifications; maintain current CPR/First Aid certification; successfully complete DOJ/FBI Live Scan background checks; and possess a valid California driver's license for vehicle patrol duties. Armed personnel must maintain current BSIS firearms permits and qualifications. The awardee must maintain a current California Private Patrol Operator (PPO) license and comply with Sacramento City Code section 3.56.070 union requirements for security service contracts.
The proposed budget is $249,000 over a five-year contract term. The City intends to award one contract but reserves the right to award additional contracts as necessary. The incumbent for standard uniformed security services is Universal Protection Services, dba Allied Universal; however, no existing contract exists for on-call enhanced security services.
Evaluation criteria are qualifications and experience (25 points), project approach (20 points), response techniques (25 points), cost proposal (25 points), and references (5 points), with optional interviews worth up to 55 additional points. Proposers must submit certificates of insurance including Commercial General Liability ($5 million each occurrence / $10 million aggregate), Security Guard Professional Liability ($5 million per claim and aggregate), and Automobile Liability ($1 million per accident). Questions are due September 18, 2026 at 2:00 p.m. PST. Interviews are estimated for the week of October 19, 2026, with award notification expected the week of October 26 and contract award the week of November 2.
