About this opportunity

Charlotte Douglas International Airport (CLT), owned and operated by the City of Charlotte, North Carolina, is requesting statements of qualifications from professional engineering firms for on-call task order engineering services, with statements due October 1, 2026, and a pre-proposal meeting scheduled September 10. The RFQ is subject to the federal Disadvantaged Business Enterprise (DBE) Program under 49 CFR Part 26 and the City's Charlotte Business Inclusion (CBI) Program for non-federally funded task orders, with SBE participation goals to be negotiated on a contract-by-contract basis.

The scope encompasses studies, conceptual designs, investigations, coordination processes, and technical support for Charlotte Douglas's Capital Improvement Program and maintenance projects, with primary emphasis on horizontal/flatwork design engineering and construction support but including potential facility/vertical/building design tasks. Required expertise areas include airfield civil engineering, commercial development site design, structural engineering, traffic engineering, and utility systems, supported by surveying, geotechnical services, environmental permitting, cost estimating, and construction delivery methods. Services are characterized as extension-of-staff efforts and limited technical support to facilitate decision-making and implementation of smaller projects or scoping activities.

Evaluation is weighted as follows: demonstrated firm experience (30%), key individuals' experience (25%), project execution capability (25%), DBE/CBI program compliance (10%), and disclosures and SOQ completeness (10%). Statements of qualifications must not exceed 30 pages in searchable PDF format submitted to CLT's Bid Portal. Proposers must submit CBI Form #3 identifying proposed SBE utilization and comply with Title VI non-discrimination requirements, federal fair labor standards, and trade restriction certifications. Written questions are due September 17, 2026, at 5:00 PM. Selected firms must comply with FAA Advisory Circular 150/5100-14E and all applicable federal rules and regulations, with City Council retaining final approval authority over the award.

Opportunity text

The Charlotte Douglas International Airport (CLT) is seeking statements of qualifications from professional engineering firms to provide task order engineering services. Services are expected to cover a range of smaller studies, conceptual designs, investigations, coordination processes and technical support of a limited nature. Many of the anticipated tasks will be themed toward facilitating decision-making and implementation of projects in Charlottes Capital Improvement Program (CIP) and Repair or Maintenance Projects initiated by the Airfield Maintenance Section that are or will be designed and constructed under other contracts. The Task Order assignments are intended as extension-of-staff efforts and expertise for the effective delivery of CIP projects and other projects or issues to come before the Development Division. This Engineering and Construction Task Order contract is focused largely but not exclusively on support to horizontal/flat-work design engineering and construction support services for engineering. Task orders based around facility/vertical/building design engineering and construction support services may be issued. The Task Order contract is complemented by two other Task Order support contracts for each of Planning and Architecture Design.
