About this opportunity

Park City Municipal Corporation (PCMC) is requesting statements of qualifications for on-call engineering, environmental, technical review, project management, and owner-representative support for city transportation and mobility projects, with SOQs due August 1, 2026 at 5:00 p.m. MST. This is a time-and-materials professional services contract with no pricing submission in the qualification phase — respondents may be disqualified if they include rate information in their SOQs.

The scope encompasses flexible technical support assigned through task orders, including project management and owner-representative duties, environmental and regulatory documentation, engineering and technical review, right-of-way and constructability assessment, cost and schedule management, public and agency coordination, and specialty services in traffic, transit operations, and survey. The selected consultant will serve as an extension of City staff and provide independent, practical support.

The anticipated contract term is three years with a PCMC option to extend for one additional two-year term, subject to City approval and funding availability. Compensation will be structured as set hourly rates on an on-call basis with a negotiated not-to-exceed amount per individual task order. Contracts exceeding $100,000 in aggregate cost require City Council approval.

Minimum qualifications include relevant experience with on-call technical support for transportation or infrastructure projects, ability to coordinate with multiple stakeholders, strong project management and quality control capabilities, and Utah business authorization. SOQs are limited to five pages excluding resumes and required forms, with a maximum of two pages per key staff member. Written questions are due July 21, 2026 at 5:00 p.m. MST. Selection committee interviews are scheduled for August 7, 2026, with City Council approval anticipated August 13 and contract execution by August 28. The standard Design Professional Services Agreement requires mandatory insurance, indemnification, workers' compensation coverage, E-Verify compliance for Utah-based work, and compliance with federal, state, and local laws.
