About this opportunity
The Kansas Department of Administration, Office of Procurement and Contracts is requesting bids for statewide on-call demolition services (IFB0001860, Event ID EVT0010880), with bids due August 6, 2026 at 2:00 p.m. CST. Kansas bidder preferences, including Disabled Veteran Owned Business and Certified Business Bidder categories, apply if supporting documentation is included.
Bidders must demonstrate a minimum of three years of continuous active participation in demolition services and provide three professional references from the past three years. The scope includes structure demolition, utility capping and marking, slab and sidewalk removal, equipment pad removal, and backfilling of excavated areas. Bidders submit unit pricing for labor (per-square-foot rates for single-story and two-story structure demolition, concrete slab removal, utility capping and removal, backfill per square yard, and debris removal), material costs at actual cost plus a stated percentage, and tools costing over $5,000 at regular rental rates plus a percentage not to exceed 10% total other charges. All prices are F.O.B. Destination, Prepaid and Allowed, with Net 30 payment terms.
Individual project values typically range from $1,000 to $250,000; projects exceeding $250,000 are subject to competitive open bidding. The contract period runs from award date through September 30, 2031. Multiple contract awards are expected in each KDOT district geographic service area, and bidders may request awards for multiple districts. Upon award, contractors must provide a 100% Performance Bond or Certificate of Deposit and maintain Workers' Compensation Insurance ($100,000 limit), Commercial General Liability Insurance ($500,000 per occurrence, $1,000,000 general aggregate), and Automobile Liability Insurance ($500,000 combined). A 1% administrative fee applies on all purchases, and quarterly reporting is required. Questions are due by July 30, 2026 via email to Ashley N. Evans (ashley.n.evans@ks.gov, 785/296-8107). Bidders must obtain a current Tax Clearance Certificate from the Kansas Department of Revenue and submit it with their bid. Political subdivisions may utilize awarded contracts under the same conditions as the State.
