About this opportunity

The City of Wichita, Kansas is requesting proposals for on-call contractor services supporting water utilities infrastructure repairs and replacements under RFP #260176, with proposals due July 31, 2026, and a pre-proposal conference on July 15 at 9:30 a.m. at the Central Maintenance Facility. The City intends to award contracts to multiple qualified contractors and reserves the right to select based on availability, capability, quoted fees, estimated completion time, past performance, and rotation of services.

The scope encompasses equipment repairs and replacements including pipeline repairs, valve and gate replacements, blower and pump replacements, and other infrastructure-associated work at water and sewer treatment plants, pump stations, and related facilities throughout Wichita on an as-needed basis. Contractors must respond to non-emergency requests within three business days and be available for emergency repairs. Minimum qualifications include five years of experience in similar services, understanding of industry standards, comparable project experience, Kansas Secretary of State registration, and compliance with all applicable federal, state, and local laws. Contractors must carry Commercial General Liability with minimum limits of $1 million per occurrence and $2 million annual aggregate, Comprehensive Automobile Liability, Workers' Compensation, and Employers Liability insurance as specified.

Compensation uses a fee schedule with hourly rates by staff level (foreman, laborer, equipment operator), hourly rates for larger equipment (excavators, loaders, skid steers), and a markup on incorporated materials. Individual project fees shall not exceed $50,000 per project with a maximum total of $700,000 per year per contractor. Proposals must include a yearly inflation factor for labor and equipment rates during each optional renewal period. The contract term is one year with four optional one-year renewal periods; either party may cancel with thirty days' notice.

Evaluation criteria are Fees and Inflation Factor (25%), Qualifications of Assigned Staff (20%), Experience of Proposer (25%), Staff Availability (20%), and Small & Emerging Business Enterprise Program Participation (10%). Written questions are due July 23 at 5:00 p.m., with answers provided by July 29. City Council approval is anticipated in August 2026.
