About this opportunity
The City of Long Beach, California is soliciting bids for on-call construction services for gas pipeline work, with proposals due November 25, 2026. The scope centers on gas main replacement, installation, and abandonment work across varying project scales (501 to 3,000 feet), pipe diameters (2 to 20 inches), pavement types (PCC and asphalt), and installation methods (open trench and horizontal directional drilling). The rate sheet includes 398 line items covering steel and polyethylene main work, service replacement, service tie-overs, service abandonment, valve installations, mobilization, potholing, paving, and emergency services, with bidders required to submit unit pricing in USD for all applicable categories to be considered responsive.
Performance and labor bonds of $6.82 million are required before contract execution. Contractors must provide minimum five project references with company names, project managers, contact information, and dates; organizational structure documentation; and federal tax identification numbers. All bidders must certify under penalty of perjury that they and their principals are not debarred, suspended, or ineligible for federal funds within the preceding three years. For-profit contractors with City contracts valued at $100,000 or more must comply with the Equal Benefits Ordinance regarding employee benefits. Subcontractors representing more than one-half of one percent of the prime contract bid (or $10,000 for street and highway construction) must be listed with contractor license numbers and Department of Industrial Relations registration numbers. The City reserves the right to verify non-debarment status through SAM.gov and retains inter-agency participation rights if other agencies elect to participate in the awarded contract.
