About this opportunity
The Port of Portland is requesting proposals for on-call Building Envelope and Fall Protection Consulting Services under an RFP with proposals due October 1, 2026 at 3:00 PM, with a pre-proposal meeting scheduled for September 10, 2026 via Microsoft Teams. The Port anticipates announcing the apparent successful provider on October 15, 2026, with an award protest period ending October 22, 2026.
The scope encompasses condition surveys of roofing systems, exterior walls and cladding, windows, doors, and skylights; development of 20-year building envelope management plans; design services for repair and rehabilitation; construction inspection and administration; and fall protection system inspection, certification, and design services. Inspectors must meet OSHA/ANSI criteria for Competent Person for Fall Protection certification. Prospective providers must demonstrate experience with at least five completed projects within the past five years in Portland on Port facilities or similar projects.
The Port may award one or more contracts with a term of up to five years commencing November 1, 2026. Compensation is subject to an annual limit of $2,000,000 per year without written contract amendment, and individual task orders are limited to $500,000 without amendment. Providers must submit rate structures including hourly rates for structural engineers, administrative staff, certification inspectors, and other team members, along with estimated hours and total costs for inspections. Reimbursable expenses must comply with the Travel Expense Reimbursement Guidelines in the sample contract.
Evaluation criteria are weighted as follows: Shared Prosperity Initiative (25 percent), Qualifications of Provider (25 percent), Project Team (20 percent), Project Approach (15 percent), and Cost/Fees (15 percent). Providers must maintain commercial general liability insurance ($1,000,000 per occurrence), professional liability/errors and omissions ($1,000,000 per claim), and workers' compensation insurance. The Port does not guarantee a minimum amount of work and makes no obligation to award a contract.
