About this opportunity
The Kansas Department of Administration, Office of Procurement and Contracts, is requesting bids to establish a Qualified Vendor List for on-call boiler maintenance and related industrial mechanical services statewide, with bids due September 22, 2026 at 2:00 PM CST. The State offers bidder preference for Certified Businesses and Disabled Veteran Owned Businesses; vendors claiming either preference must submit supporting documentation.
The scope encompasses boiler maintenance, service, and new installations on steam production plants, distribution piping, pumps, process piping, steam condensate systems, boiler shells and tubing, boiler controls, compressors, tanks, fuel oil systems, and refractory replacement. All work must comply with local and adopted state code requirements and be completed in a professional, workmanlike manner. Pricing is structured on a quote-based, as-needed basis; contractors must provide hourly labor rates, overtime rates, portal-to-portal travel rates, minimum truck charges, after-hours emergency rates, and material markups as a cost-plus percentage. Projects valued at $25,000 or less may be awarded to a single contractor without additional competition; projects exceeding $25,000 must be competitively bid among all QVL contractors. No individual project award shall exceed $250,000 without approval from the Director of Purchases and the Deputy Director of Facilities and Property Management.
The contract runs from award through June 30, 2030. Multiple vendors will be awarded. Contractors must submit a Tax Clearance Certificate, Immigration Reform and Control Certification, Sexual Harassment Policy acknowledgment, Israel Boycott certification, and procurement equipment certification. A 1% administrative fee on all purchases is required quarterly. Payment terms are Net 30 days. Questions are due September 15, 2026. Vendors not initially invited to participate must notify the Procurement Officer at least 24 hours before the closing date. Political subdivisions including cities, counties, and school districts may utilize contracts under the same terms and conditions as the State.
