About this opportunity

The North Carolina Department of Adult Correction is issuing a Request for Information to evaluate options for replacing or substantially modernizing its Offender Population Unified System (OPUS), with RFI responses due September 30, 2026 at 2:00 p.m. Eastern Time. This is an information-gathering exercise only; the RFI does not constitute a commitment to procure or award a contract.

OPUS has operated continuously since 1994 across all 100 North Carolina counties, managing approximately 30,000 incarcerated individuals and supervising individuals on probation, parole, and post-release supervision. The current platform combines a legacy IBM mainframe environment (COBOL-based) with incrementally developed web-based modules (Java-based) — approximately one-third COBOL, two-thirds Java — creating maintainability and modernization challenges despite continued operational performance.

The State seeks vendor information on three solution pathways: commercially available Offender Management System products, fully custom-developed systems, or modernization of the existing platform. Responses must address current environment assessment, functional requirements spanning 15 areas (offender intake through post-release supervision, including custody classification, sentence computation under North Carolina Structured Sentencing, programs and rehabilitation, disciplinary management, health services integration, financial management, and victim services), technical architecture, integration and interoperability capabilities, mobile functionality, and security compliance (CJIS, NCDIT, and FedRAMP standards). Vendors must provide three or more references from state correctional agencies, implementation experience, support and maintenance models, and a 10-year total cost of ownership estimate. Responses are limited to 75 pages excluding appendices and must be submitted electronically through the Ariba Sourcing Module using specified file naming and format conventions (PDF, JPEG, DOC, XLS).

Clarification questions are due August 21, 2026, with answers posted by August 28. Selected respondents may be required to present proposals in Raleigh approximately 4–6 weeks after the RFI closes. Responses become State property and may be used without compensation.

The State of North Carolina, Department of Adult Correction (DAC), is in the process of developing plans toevaluate and procure a modern Offender Management System (OMS) solution - whether a commerciallyavailable product, a fully custom-developed solution, or a modernization of the existing platform - to replace orsubstantially modernize its existing enterprise platform, the Offender Population Unified System (OPUS).OPUS has been in continuous operation since 1994 and has evolved from a traditional offender managementplatform into a comprehensive, mission-critical enterprise system serving the full breadth of DAC operations. While OPUS continues to perform essential functions, the Department recognizes that its long-running dualarchitecture - combining a legacy mainframe with incrementally developed web-based modules - presentschallenges in maintainability, modernization, mobile
