About this opportunity
The West Virginia Department of Environmental Protection, Office of Environmental Remediation (WVDEP/OER), is requesting quotes for an Excavator Environmental Advisory Service and Property Transfer Monitoring Service under CRFQ DEP2700000004, with bids due September 29, 2026 at 1:30 p.m. ET. A mandatory pre-bid meeting was specified in the original solicitation (revised October 17, 2024); questions are due September 16, 2026 at 4:00 p.m. ET.
The scope comprises two integrated services. The Excavator Environmental Advisory Service requires development and maintenance of a web-based system integrating with WV811 (the state's excavation notification system) to monitor excavation activities at approximately 350 contaminated sites and 100-foot buffer zones, mapping incoming dig tickets and sending email alerts to OER staff within one hour of receipt for tickets falling within site boundaries or buffers. The Property Transfer Monitoring Service requires maintenance of an interactive mapping system, biannual property ownership reviews, generation and mailing of transfer notification letters to new property owners, and quarterly status reports. The vendor must perform all work at jobsites as specified and bear all costs associated with performance, including WV811 dig ticket fees.
Minimum qualifications include at least five years of experience in long-term stewardship monitoring of contaminated properties, large-scale geospatial site mapping and monitoring, WV811 system integration, and tax parcel information management. Estimated annual quantities for the Excavator Environmental Advisory Service are 1,800 dig tickets and 1,200 dig "update" tickets; Property Transfer Monitoring applies to approximately 350 parcels biannually.
The contract is structured as an indefinite quantity, open-end agreement with an initial four-year term. Compensation is based on unit pricing submitted on Exhibit A Pricing Page, with actual quantities varying from estimates provided for bid evaluation only. Invoices are submitted quarterly to OER at 601 57th Street SE, Charleston, West Virginia. The commodity code is 77101700. Bids should be submitted to the Department of Administration Purchasing Division, 2019 Washington Street East, Charleston, WV 25305. Contact Joseph E. Hager III at (304) 558-2306 or joseph.e.hageriii@wv.gov.
