About this opportunity

The State of Louisiana, Office of State Procurement, is requesting bids on meat and cheese products for the Department of Corrections Prison Enterprises-Wakefield facility in St. Francisville for the October 2026 fiscal period, with bids due September 15, 2026 at 10:00 a.m. CST. The State intends to award contracts on an individual line-item basis to the lowest responsive, responsible bidder, except for lines 2 and 36 (cheese products), which will be grouped and awarded together.

Louisiana preference programs apply: price advantages are available for Louisiana products, further-processed Louisiana products, and United States-manufactured goods. All meat, poultry, and seafood products must meet Louisiana Department of Agriculture and Forestry grading and certification requirements; suppliers are subject to LDAF inspection and penalties following three violations in any quarter.

The procurement spans 36 line items covering frozen and fresh chicken, turkey, beef, pork, fish, and processed meats, along with whole loaf and sliced American cheese. Combined quantities exceed 300,000 pounds, ranging from 600 pounds for select items to 50,000 pounds for whole young turkeys. Processed dates must be stamped within 90 days of delivery (120 days for Pollock). Chicken leg quarters, livers, and gizzards must be solidly frozen from disease-free, prime-condition birds, packed in plastic-lined boxes on standard 40" × 48" non-throwaway pallets, with ice pack parts not exceeding 10 degrees Fahrenheit upon truck removal.

All products must be new and meet USDA Grade A and Child Nutrition labeling requirements where applicable. Delivery must be completed by October 8, 2026, Monday through Thursday between 7:00 a.m. and 1:00 p.m. Central Time. Vendors must contact the Wakefield plant manager 24 hours before delivery; unscheduled deliveries will be rejected. Pricing is F.O.B. destination and includes all transportation, freight, inside delivery, unpacking, assembly, and debris removal. Bids of $25,000 or more require GSA non-suspension or debarment certification. Bid firms are assumed for a minimum of 60 days. Bidders must register with LaGov and submit bids through the LaPac online portal or physically at the Office of State Procurement, 1201 North Third Street, Baton Rouge. Contact Lakeisha Bryant at lakeisha.bryant2@la.gov or 225-342-4824 for inquiries.
