About this opportunity
The State of Maine Department of Health and Human Services, Office of Aging and Disability Services, is requesting proposals for occupational therapy assessment services statewide under RFP 202607122, with proposals due August 27, 2026, at 4:00 p.m. and questions due August 10, 2026.
The scope is approximately 40 occupational therapy evaluations annually for individuals with Intellectual Disability or Autism Spectrum Disorder. Services include in-person assessments and telehealth where appropriate, statewide including rural and underserved areas. Evaluations must be scheduled within 15 calendar days of referral receipt and completed within 30 calendar days of assessment, with possible extension up to 5 additional calendar days if authorized by the Department. All referrals come exclusively from OADS with formal written authorization; unrefereed submissions will not be reimbursed. Licensed occupational therapy practitioners performing evaluations must hold Maine Board of Occupational Therapy licensure in good standing with a minimum of one year of experience working with individuals with Intellectual Disability or Autism Spectrum Disorder. Services must comply with HIPAA requirements, utilize Department-approved telehealth platforms, and implement information security policies equivalent to MaineIT standards.
The contract runs October 1, 2026, through September 30, 2028, with two optional renewal periods: October 1, 2028, through September 30, 2030, and October 1, 2030, through September 30, 2031. Pricing must be submitted as a single all-inclusive per-evaluation cost and an all-inclusive hourly rate for service planning and support. The Department anticipates one award.
Evaluation is on a 100-point scale: 30 points for organizational qualifications and experience, 45 points for proposed services, and 25 points for cost (15 points for evaluation cost, 10 points for service planning hourly rate). Cost scoring uses a mathematical formula in which the lowest bidder receives maximum points. Mandatory performance measures require completion of 93 percent of evaluations within 30 days, scheduling of 90 percent within 15 days of referral acceptance, and positive outcomes on 90 percent of client satisfaction surveys. Bidders must demonstrate financial viability by submitting balance sheets and income statements for the past three tax years.
