About this opportunity

The City and County of San Francisco Office of Contract Administration is requesting bids on one sub-compact utility tractor with loader and attachments for the Recreation & Park Department under IFB P-696, with bids due August 7, 2026 at 4:00 p.m. Pacific Time. This is a full and open competition solicitation; however, a 10 percent bid discount applies to bidders certified as Small or Micro-Local Business Enterprises (LBEs) by the Contract Monitoring Division, and an additional 1.25 percent discount applies to bidders with local San Francisco presence for taxable commodities. A 10 percent LBE discount (with a 5 percent bonus for SBA-certified LBEs) applies to estimated purchase order values between $400,000 and $10 million.

The scope requires a 2025 or current-year model John Deere 1025R sub-compact utility tractor or City-approved equivalent, rated at 18 horsepower PTO, with front loader, 60-inch mid-mounted mower deck, and pallet fork attachment. Equipment must be delivered with spare wheels and tires, safety equipment, lighting kits, operator manuals, and all components ready for immediate operation. The successful bidder must establish or access a service facility within 125 miles of San Francisco or provide mobile repair capability at no cost during the warranty period. Warranty structures are 24 months or 2,000 hours for general components, 72 months or 1,500 hours for powertrain, 24 months for loader, and 12 months for other implements. All equipment must comply with federal, state, and local safety and emissions standards including FMVSS, California Motor Vehicle Code, EPA, CARB, and OSHA requirements. Delivery is scheduled for 555 Selby Street, San Francisco, with FOB Destination, freight prepaid and added.

Two line items comprise the bid: the tractor with attachments and a mandatory California tire tax of $10.50 per vehicle. Bidders must have two years of experience selling goods or services of the type requested within the last five years. Questions are due August 4, 2026 at 5:00 p.m. Pacific Time. Bids open August 7 at 4:30 p.m. The City evaluates on lowest responsive bid after applying applicable discounts, considering prompt payment discounts up to 2 percent, delivery time, and authorized dealer service capability. Bidders claiming LBE preference must be certified by the bid due date. Successful bidders must provide one full day of operator and mechanical training, electronic manuals and parts documentation, and comply with San Francisco First Source Hiring Program requirements for contracts exceeding $50,000.
