About this file
This equipment specification document is issued by the City and County of San Francisco Office of Contract Administration (OCA) on behalf of the San Francisco Recreation & Park Department for the procurement of one sub-compact utility tractor with loader and attachments. The solicitation seeks a 2025 or current year model John Deere 1025R sub-compact utility tractor or city-approved equivalent, rated at 18 horsepower PTO, configured with a front loader attachment, 60-inch mid-mounted mower deck, and pallet fork attachment. The tractor must be delivered complete with all necessary equipment and accessories ready for immediate operation within San Francisco, including spare wheels and tires, safety equipment (fire extinguisher, first aid kit, and chock blocks), lighting kits, and operator manuals. The specification document does not identify a specific bid deadline, pre-bid conference date, or contract award date; however, it establishes a delivery schedule of 180 calendar days from order and requires a pre-construction meeting within 30 calendar days prior to fabrication start. A pre-bid conference is referenced as strongly recommended for all prospective bidders, with contact information provided for the supervising purchaser Mark Farley.
The specification requires bidders to submit detailed compliance documentation for each line item, clearly identifying any deviations or exceptions on provided bid exception sheets, along with manufacturer specifications, published literature, photographs, and a weight and gradeability study prior to ordering. The successful bidder must establish or have access to a service facility within 125 miles of San Francisco capable of performing repairs and stocked with common replacement parts, or provide mobile repair capability at no cost to the City during the warranty period. The warranty structure includes 24 months or 2,000 hours for general components, 72 months or 1,500 hours for powertrain, 24 months for the loader attachment, and 12 months for other implements. If fabrication occurs over 125 miles from San Francisco, the bid price must include all costs for one factory inspection trip for two City representatives, including airfare, ground transportation, meals, and lodging at federal per diem rates. The successful bidder must also provide one full day of training (minimum 4 hours) for both operating and mechanical personnel, submit electronic manuals and parts documentation, and ensure all equipment complies with applicable federal, state, and local safety and emissions standards including FMVSS, California Motor Vehicle Code, EPA, CARB, and OSHA requirements.

ALTERNATES: 41
Potential variances of a specific manufacturer may require variances in the design to some 42 degree. Therefore, bidders shall clearly and completely outline all areas needing such 43 modifications. When the name of a manufacturer, brand or make, with or without model number, 44 is used in describing any item in this specification, bids for similar articles will be considered 45 unless otherwise stated. Bidders may also propose items of equivalent features or 46 manufacturer’s updated part or part number. Purchasing shall be the sole judge as to whether 47 such alternate articles are acceptable. Unless bidder states to the contrary, articles offered will 48 be assumed to be the specific article named in this specification. If not offering the specific article 49 named, bidder should enclose full information, specifications and descriptive data on items 50 offered with its bid. Purchasing reserves, the right to permit deviations from the specifications if 51 any article offered is substantially in accord with Purchasing’s specifications and is deemed by 52 Purchasing to be of as good quality and as fully satisfactory for its intended use. Bidder is 53 responsible for identifying any deviations from Purchasing’s specifications. Bidders should not 54 assume an alternate offered is an approved equal. The City will evaluate the alternate and inform 55 the bidder if the alternate is acceptable. Purchasing must approve all alternates. 56
GENERALITIES: 58
To allow for manufacturers’ specific designs, and ensure a level of competitiveness, we have 59 left certain areas of our specifications general by design. In such cases, the items being referred 60 to may be general but adherence to the requested end product and/or result must be met. This 61 is especially important in areas where critical dimensions, capacities, grades of steel, etc. are 62 specified. In the cases where the word “SHALL” is used, no substitution will be allowed. 63
MANUFACTURERS SPECIFICATION: 65
Complete manufacturer’s specification, published literature, and photos or illustrations of unit 66 proposed should be furnished with bid. Only new models in current production which are 67 catalogued by the manufacturer and for which printed literature and specifications are available 68 will be accepted. Bidders should prepare and submit their own proposals addressing each 69 section, item or component of these specifications indicating full compliance without exception 70 or explaining in detail any exception, deviation or non-compliance. Bidders should not simply 71 submit a copy of a manufacturer’s specifications if they differ from these specifications, nor 72 should they submit copies of manufacturer or third-party quotations as a response to the City’s 73 bid solicitation. 74
MANUFACTURERS STANDARD EQUIPMENT: 76
All equipment and components listed as standard by the manufacturer for model quoted shall 77 be furnished whether or not such items are detailed herein, e.g., special wrenches, tool kits, etc. 78 Optional equipment as necessary to meet the following requirements of this specification shall 79 also be supplied. Should the requirements as specified not comply, the manufacturer is required 80 to re-figure and revise the specifications to meet all laws, rules and regulations where it applies 81
