About this opportunity

The City and County of San Francisco Office of Contract Administration is soliciting bids for one heavy-duty turf utility vehicle for the San Francisco Recreation and Parks Department under IFB SE11931, with bids due July 30, 2026 at 3:00 P.M. PDT and a pre-bid meeting on July 22, 2026 at 9:00 A.M. via Microsoft Teams. This is a full and open competition—the City explicitly welcomes alternate solutions and comparable models if baseline specifications appear to create barriers to competition, provided bidders alert the administrator promptly.

The procurement is structured as two line items: the heavy-duty UTV priced according to Attachment 6 (Equipment Specifications, dated June 4, 2026), and a mandatory California tire tax of $7.00 per vehicle. Bidders must submit contact information for their salesperson, specify make, model, and model year, state payment terms and delivery lead time, and provide a completed Attachment 6. Bids must be in U.S. dollars only. Delivery is required by August 2, 2026 to 555 Selby Street, San Francisco, CA 94124.

The contract incorporates San Francisco Purchase Order Supplemental Terms for Commodities, including F.O.B. destination San Francisco with freight prepaid and allowed; all goods must be new and of manufacturer's latest model. The awardee must carry commercial general liability insurance of at least $1 million per occurrence, commercial automobile liability of $1 million combined single limit, and workers' compensation with employers' liability of $1 million per accident. The contract is governed by California law with venue in San Francisco. The City reserves the right to terminate for convenience without cause at any time.

Compliance with San Francisco's First Source Hiring Program is required for contracts exceeding $50,000, mandating good-faith efforts to hire economically disadvantaged residents for entry-level positions; non-compliance carries liquidated damages up to $5,000 per position. The awardee must comply with applicable San Francisco ordinances, including nondiscrimination, local business enterprise provisions, minimum compensation requirements for service contracts over $25,000, and environmental code provisions. Contact: Erica Baker, 628/652-1602, erica.baker@sfgov.org.
